Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2023-00271 Gastineau Channel PN

    Expiration date: 6/16/2023

    Garrett Johnson, Glacier Heights, LLC/Rooftop Properties, LLC, 445 North 2000 West, Suite 7, Springville, UT 84663, states the purpose is to construct multi-family housing. The applicant requests authorization to discharge approximately 1,260 cubic yards of crushed rock and 4,625 cubic yards of shot-rock fill material into approximately 1.64 acres of waters of the United States consisting of forested wetlands and perennial streams to construct six multi-family housing units, including relocation of the lower reach of several stream branches to one perennial stream to allow for drainage.   • POA-2023-00027 Ublutuoch River PN

    Expiration date: 6/30/2023

    Kuukpik Corporation, Attention: Willow Hetrick, 582 East 36th Avenue, Alaska 99503, (907) 333-9085, states the purpose is to construct a 32.68 acre gravel pad to provide a storage and laydown space to support oil and gas exploration and development in the region. Discharge 400,000 cubic yards of clean, gravel fill into 32.48 acres of wetlands and 0.20-acre of uplands to construct a 32.68 acre gravel pad. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated December 13, 2022. The project site is located at Latitude 70.180444º N, Longitude 151.66683º W; North Slope Borough; from Conoco Phillips Alpine CD-1, drive southwest to GMT2/MT7 pad. The proposed K2 pad is approximately 0.25 mile west of GMT2/MT7 along the north side of the road; 16 miles west of Nuiqsut, Alaska.   • POA-2014-00148-M1 Putuligayuk River PN

    Mr. Joe Ramirez, North Slope Borough; P.O. Box 350, Utqiagvik, Alaska 99723, Phone: (907) 852-0489, Email: Joe.Ramirez@north-slope.org, states the purpose is to increase the existing capacity of the SA-10 landfill. The landfill expansion would ensure uninterrupted solid waste disposal for the area. To excavate 300,000 cubic yards and subsequently place 80,000 cubic yards of gravel material into 18 acres of palustrine wetlands for Phase 2 of the existing SA-10 landfill to insure uninterrupted solid waste disposal. The site is surrounded by a gravel access road which borders the landfill activity, between the existing active cell (Cell 1), and a closed landfill cell. Cell 2 will be 849-feet by 946-feet, encompassing approximately 18 acres. It will contain four waste management units (WMUs). Each WMU will contain a leachate collection channel leading to a wet well sump to keep leachate within the landfill cell when active. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated March 13, 2023. The proposed project is located within Section 26, T. 11 N., R. 14 E., Umiat Meridian; USGS Quad Beechey Point B-3; Latitude 70.2843º N, Longitude -148.5209º W; State Tax Parcel IDL 414832, North Slope Borough, approximately eight miles by road from Deadhorse, Alaska.     Karen Kim Franklin, P.O. Box 776, Kotzebue, AK 99750, Kimkim.franklin@gmail.com, states the purpose is to extract and stockpile sand and gravel materials for use in support of Alaska Department of Transportation & Public Facilities (ADOT&PF): Kotzebue to Cape Blossom Road - Stage 1, Project No. 0002469/NFHWY00418 roadway project; and the future project, Kotzebue to Cape Blossom Road - Stage 2. The jurisdictional work that the applicant proposes to perform is work below Mean High Water (MHW) and to redistribute approximately 177,600 cubic yards of sand and gravel in 109.72 acres of tidal waters in order to extract fill material. The project site is located within Section 3, T. 16 N., R. 18 W., Kateel River Meridian; Latitude 66.8123° N, Longitude 162.5543° W; near Kotzebue, Alaska. Box 45029, Hughes, AK 99745, states the purpose is to provide all-season access to the community cemetery, future housing sites above the 100-year floodplain, subsistence-use areas, and wood gathering area. Current access to the cemetery is from the steep riverbank and not accessible to the elderly or infirm.
