Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2013-404, Colville River_PN

    Expiration date: 7/10/2014

    Native Village of Nuiqsut's stated purpose is to provide vehicular road access to the Colville River to enhance the transportation of materials needed for subsistence hunting and fishing including return of harvest. Proposed Work: Construct a 3.75 mile single-lane gravel road, south from the village of Nuiqsut, to the main channel of the Colville River. The proposed project would begin at the end of the existing Fresh Water Lake Access Road and terminate at the Colville River, main channel, north bank. Construction would occur in winter. .   • POA-2014-208, Wasilla Creek

    Expiration date: 7/11/2014

    Matanuska-Susitna Borough's stated purpose is to provide a new connection between the Parks Highway and Nelson Road that would accommodate recent and projected development in the area south of Parks Highway and west of Glenn Highway. The proposed project would construct a 1.1 mile extension of Trunk Road from the south side of the Parks Highway to Nelson Road, and would rebuild Nelson Road west to the Wasilla Creek Bridge, which would be replaced with a wider bridge. Up to 282,465 cubic yards of various types of fill material would be placed within 7.38 acres of waters of the U.S., including wetlands. The total length of the project would be 1.5 miles and would include a new bridge over the Alaska Railroad (AKRR). The new Trunk Road would include two 12-foot lanes with shoulders between five and eight feet wide and 4:1 to 6:1 horizontal to vertical side slopes. A 10-foot asphalt pathway would be located on the west side of the road and would be separated from the road by five feet. The bridge over the AKRR would be a new bridge 170 feet long and 54 feet wide and made of precast prestressed concrete segments with a cast in place concrete deck roadway surface. The existing bridge over Wasilla Creek is 40 feet long and 26 feet wide, and would be replaced with a bridge 110 feet long and 54 feet wide to accommodate a 100-year flood. Both the existing and proposed bridges are wider than the ordinary high water (OHW) width of Wasilla Creek, which is 18 feet wide. This new bridge would also be made of precast prestressed concrete segments with an asphalt concrete roadway surface. The new road would be designated as a Collector road and would have a speed limit of 40 mph north of the AKRR crossing and 35 mph south of the crossing.   • POA-2014-148, Putuligayuk River

    Expiration date: 6/30/2014

    North Slope Borough's stated purpose is to increase the existing capacity of SA10 landfill. The landfill expansion would ensure uninterrupted solid waste disposal for the area. To place 352,391 cubic yards of gravel material in 51.70 acres of palustrine wetlands to construct two (2) new landfill cells, gravel-support pad, perimeter access road, and snowmelt/storm water swale. Acreage and volume of fill material estimated for each of the project components are shown in the table below. Gravel source will come from an approved gravel source. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated January 27, 2014.   • POA-2014-157, Colleen Lake

    Expiration date: 6/30/2014

    True North Constructors, Inc stated purpose is to accommodate a shop and man camp facilities along with an equipment storage area. Place 9,800 cubic yards of clean gravel fill on 0.987 acres of wetlands to construct a 20 x 275 foot access road from Deadhorse Drive to the lot and a 150 x 250 foot gravel pad. The pad will be 5 feet in depth per ADOT Airport lease requirements. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated May 23, 2014.   • POA-1977-16, Sagavanirktok RiveR

    Expiration date: 6/30/2014

    North Slope Bough's stated purpose is to expand an existing pad to accommodate an upgrade of the North Slope Bough Service Area Ten Water and Wastewater Treatment Plant. Proposed Work: Proposes to discharge 19,085 cubic yards of gravel fill material into 2.25 acres of wetlands to expand PAD 74. The pad expansion would accommodate an upgrade to the existing water and wastewater treatment plant facility. The proposed upgrade would increase the capacity of the plants, adding a new hot water plant to supply makeup water for drilling mud and upgrading the existing building. The expanded pad would also provide necessary truck access, space for snow storage and other activities associated with supplying the Greater Prudhoe Bay Area with water and wastewater services.
