Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • 2014-029, Zimovia Strait

    Expiration date: 5/5/2014

    Mr. Todd White's stated purpose is to construct a pad for single family residential housing. Placement of 366 cubic yards (cy) of clean shot rock and 428 cy of rip rap material within 0.09-acre below the high tide line (HTL) of Zimovia Strait to construct a fill pad and associated rip rap retaining wall. The lot above the high tide line is steep and does not contain wetlands or other waters of the U.S. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated March 24, 2014.   • 1988-353-M-6, Portage Creek

    Expiration date: 4/28/2014

    Alaska Wildlife Conservation Center stated purpose is to eliminate hazardous driving situations that the current location of the access driveway poses. Alaska Wildlife Conservation Center proposes to discharge 5,000 cubic yards of gravel into 0.72-acre of wetlands to create a 1200 foot long access road into the existing facilities at the site. The turn-out portion of the road would be 46 feet wide at the top of the prism, with the rest of the road having a top width of 24 feet. All work would be performed in accordance with the enclosed plan (sheets 1-3) dated March 10, 2014 and December 31, 2013.   • POA-2014-118, Tanana River

    Expiration date: 4/24/2014

    The applicant proposes to clear and excavate 9.5 acres of jurisdictional palustrine scrub shrub wetlands to obtain gravel. A 1280 feet long, 24 feet wide access road would be constructed from the cul-de-sac at the end of Tria Road, (2’ depth of fill and would require 2,300 cubic yards of fill). A 2.4 acre stockpile area in scrub shrub wetlands would be located at the south side of the lot and would be used primarily to store sandy soil, (approximately 30,000 cubic yards of sandy soil and gravel would be temporarily stockpiled at any one time). The areas of work would be cleared with a hydro-ax. Phase 1, the gravel extraction, is expected to take 5 years. An excavator would be used to extract the gravel. After gravel extraction is completed reclamation would commence. Reclamation would include the removal of the road. The extent of the dredged area would not be within the 250 feet minimum distance from the center of the existing Flood Control Levee.

  • POA-2000-495-M3, Gastineau Channel

    Expiration date: 4/9/2014

    City and Borough of Juneau stated purpose is to renovate the existing Douglas Harbor in order to meet changing moorage demand in Juneau. Furthermore, the applicant has stated that the depth in the basin has decreased by several feet over that last several decades, primarily due to glacial rebound, which has resulted in many vessels contacting the sea floor due to insufficient depths.The existing Douglas Harbor facility includes a 5.2 acre dredged basin and is protected from Gastineau Channel by the Juneau Island Causeway, Juneau Island itself, a rock breakwater on the southeast side of the harbor entrance, and the Dock Street fill. Douglas Harbor was originally created in the 1940's with updates, expansions and modification throughout until approximately 2003. Previous dredging has occurred in the Harbor which included disposal within open water of the Gastineau Channel; just outside the Harbor entrance; within the Harbor area to create a boat ramp; and upland disposal for use in adjacent roads, parks and recreational areas.   • POA-2014-076, Edna Bay

    Expiration date: 4/21/2014

    Alaska Department of Natural Resources (ADNR) stated purpose is to construct a facility that would be used to sort, process, store, and transport logs (from the sort yard to tidal waters) to the commercial timber market from nearby forests that include State of Alaska land and potentially other landowners. Placement of 50 cubic yards of clean shot rock material within 0.15-acres below the high tide line (HTL) of Edna Bay to construct a 60-foot by 100-foot drive down log transfer ramp. Placement of a 46-foot by 42-foot concrete or timber framed HDPE float below the mean high water (MHW) line that includes a 6-foot by 75-foot metal ramp to allow upland access without grounding the float at all tidal stages. Construction of a log rafting and storage area within 10 acres below the MHW of Edna Bay. The proposed intertidal rafting area includes placement of a 500-foot double-log stiff leg and a 1,000-foot of single-log bag boom and the proposed intertidal log storage area includes a 900-foot double-log standing boom, all anchored in place. Placement of 10,980 cubic yards of fill material into 1.09 acres of forested wetlands to construct a log storage and sort yard. The five acre log storage and sort yard also contains uplands and would include a drainage swale (with check dams and a sediment pond) and a 300-foot culvert with an inlet sump and energy dissipater outlet.
