Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2023-00519 Dry Creek PN

    Expiration date: 2/22/2024

    Matthew Emrick, Norton Sound Health Corporation (NHSC), stated the purpose is to construct additional staff housing and a storage facility for the Norton Sound Regional Hospital. The project site is located within Section 25, T. 11 S., R. 34 W., Kateel River Meridian; Latitude 64.501269º N., Longitude 165.380826º W.; off of Greg Kruschek Avenue in Nome, Alaska. PROPOSED WORK The proposed activity entails the discharge of approximately 72,607 cubic yards of fill into 8.8 acres of jurisdictional waters of the U.S., predominantly consisting of wetlands but also including a minor amount of streams. The unnamed on-site streams are tributaries of Dry Creek, a tributary of Norton Sound. These streams would be traversed by two access roads (linear sections of the proposed fill footprint connecting the southern and northern fill pads) that would each have two 36-inch diameter culverts. An additional 24-inch diameter culvert would be placed within the driveway connecting the property from Greg Kruschek Avenue, the nearest road.   • POA-2017-526 Piledriver Slough PN

    Expiration date: 2/22/2024

    Randy Reese, stated the purpose is to establish a pastureland for livestock. The project site is located at 6035 Homesite Court, Eielson Small Tracts, Tract C; southbound on Richardson Highway towards Salcha, turn right onto Stringer Road, then right onto Homesite Court. The property is on left at end of circle in Salcha, Alaska. PROPOSED WORK: The applicant proposes to clear vegetation and stockpile vegetation to create pasture for livestock. The clearing of vegetation and excavation to remove tree and shrub roots, and placement of plant material stockpiles would result in the discharge of fill material into about 23 acres of black spruce scrub-shrub wetlands. Land clearing is planned when the ground is frozen in spring or late autumn. All work would be performed in accordance with the enclosed plans (sheets 1-4), dated January 16, 2024.   • POA-2023-00555, Nenana River, Little Nenana River, East Middle River, West Middle River, Wetlands_PN

    Expiration date: 2/15/2024

    Alaska Department of Transportation & Public Facilities (DOT&PF), has stated the purpose is to widen Totchaket Road and install additional cross-drainage culverts along the roadway. This project is needed to standardize the road width to accommodate an American Association of State Highway and Transportation Officials (AASHTO) standard, 24’ driving surface and alleviate seasonal flooding of the roadway due to snow melt through raising of the road elevation in areas experiencing settlement and providing adequate drainage structures for movement of water from one side of the road to the other. PROPOSED WORK: The DOT&PF is proposing to rehabilitate the existing 12.1-mile Nenana-Totchaket Road consisting of a one-lane dirt road that is experiencing degradation due to springtime snow melt. The proposed Nenana-Totchaket Road Rehabilitation Project is entirely State funded.   • POA-2024-00021 Thomas Basin PN

    Expiration date: 2/19/2024

    City of Ketchikan; POC: Amanda Robinson, stated the purpose is to construct a pedestrian promenade within Thomas Basin to facilitate the safe movement of pedestrians and create shoreline viewing and resting areas and to repair and maintain a section of existing sheet pile wall to prevent failure into the existing navigation basin. The project site is located within Section A, T. 76 S., R. 90 E., Copper River Meridian; Latitude 55.3399º N., Longitude 131.6429º W.; in Ketchikan, Alaska. PROPOSED WORK: To construct approximately 450 by 20 linear feet (LF) of new waterfront promenade along Thomas Basin in the Spruce Mill region. The promenade would consist of both a pile-supported concrete retaining wall with timber decking as well as a pile-supported steel substructure with timber decking, depending on location. The new promenade would add 10 feet of wood deck sidewalk waterward of the existing edge of Thomas Basin and connect to existing promenade present around Thomas Basin.     ***PUBLIC NOTICE REVISION*** On December 15, 2023, the Alaska District U.S. Army Corps of Engineers published a public notice for Department of the Army (DA) permit number POA-2023-00398 Little Meadow Creek for a Department of the Army (DA) permit application from Sterling Cook, for construction of a seaplane base by building 31 floatplane slips. The project site is located within Section 27, T. 18 N., R. 2 W., Seward Meridian; USGS Quad Anchorage C-7; Latitude 61.623021º N., Longitude 149.622168º W.; Matsu Borough Account Number 57331000L004 (Lot 4-Parcel ID 523619) and Account Number 57331000L003 (Lot 3-Parcel ID 523619), MooseyBou Properties, in Wasilla, Alaska. The Corps has made a change from a 'No Potential to Cause Effects' determination to a 'No Historic Properties Affected (No Effect) determination for the proposed project. The comment period for the referenced public notice is hereby extended for an additional 15 days. Please bring this announcement to the attention of anyone you know who is or may be interested. Sterling Cook stated the purpose is provide the much-needed space for private seaplane operations in the Matanuska-Susitna valley. Currently there are only few locations that do provide floatplane slips, and all are backlogged with over a seven (7) year waiting period for an opportunity to obtain a floatplane use space. The proposed project would relieve existent demand for floatplane slips on local lakes that support anadromous fish species, which are already congested with recreational boat traffic. The project site is located within Section 27, T. 18 N., R. 2 W., Seward Meridian; USGS Quad Anchorage C-7; Latitude 61.623021º N., Longitude 149.622168º W.; Matsu Borough Account Number 57331000L004 (Lot 4-Parcel ID 523619) and Account Number 57331000L003 (Lot 3-Parcel ID 523619), MooseyBou Properties, in Wasilla, Alaska. PROPOSED WORK: The applicant is proposing to construct a seaplane base by building 31 floatplane slips, each 25-foot wide by 30-feet long deep. Each floatplane slip would be connected to Island Lake through three (3) 75-foot-wide access channels and one (1) 150-foot-wide main channel. To maintain water flows in Meadow Creek, the applicant proposes to reroute a section of Meadow Creek through the seaplane base. Hydrology would be directed through a trench into a 60-foot long by 12-inch diameter culvert under existing runway. All work would be performed in accordance with the enclosed plan (sheets 1, 2, and 4 dated December 7, 2023, sheet 3 dated August 23, 2023, and sheet 5 dated August 29, 2023).
