Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2023-00571 Eagle River PN

    Expiration date: 2/2/2024

    Andre Spinelli, Spinell Homes Inc., stated the purpose is to develop Eagle Crossing East Subdivision which will expand the existing Eagle Crossing Subdivision with four new blocks of housing lots, including road access, to create approximately 90 new homesites. This development would include extending Driftwood Bay Drive, creating two loops north of Driftwood Drive, and one cul-de-sac extension of Eagle River Lane to the south of Driftwood Bay Drive. The project site is located within Section 17, T. 14 N., R. 1 W., Seward Meridian; Latitude 61.301º N., Longitude 149.487º W.; Eagle Crossing Subdivision, in Eagle River, Alaska. PROPOSED WORK: The applicant proposes to discharge 18,020 cubic yards of fill material into 1.4 acres of wetlands and approximately 415 linear feet of an unnamed stream to develop a subdivision of 90 housing lots. Additionally, 520 cubic yards of fill material would be discharged into approximately 200 linear feet of a secondary unnamed stream to create a road crossing. The road crossing would include a 200-foot long by 36-inch diameter culvert. The fill would be graded to engineered specifications to provide for final drainage, paving, utility installations, and home construction on the site. Work would include 20 of the 90 house pads impacting the wetlands in the area. House pad construction would include 2-foot-thick pads, resulting in 17,100 cubic yards of clean fill material being placed in wetlands. Prior to fill material being placed, mechanized land clearing would occur to clear the site.   • POA-2014-00299.NorthForkLittleCampbellCreek.PN

    Expiration date: 1/29/2024

    Andre Spinelli, Spinell Homes, stated the purpose is to construct a residential subdivision with 21 single-home lots including a cul-de-sac, driveways, utilities, and single family homes in conformance with Municipality of Anchorage ordinances. The project site is located within Section 4, T. 12 N., R. 3 W., Seward Meridian; Latitude 61.1562º N., Longitude 149.8182º W.; 7101 Spruce Street, in Anchorage, Alaska. PROPOSED WORK: The proposed activity entails clearing (tree and brush removal), grubbing (stump and surface vegetation removal), excavation of vegetation and soil, and discharge of approximately 18,300 cubic yards of fill into the 4.3-acre property. As a result, the 1.43 acres of wetlands and 0.03 acre (755-foot length) of intermittently flowing stream would be permanently filled. Stream flow would be directed into an 18-inch diameter high-density polypropylene buried pipe that would run along the south and west edges of the property line and discharge into the off-site part of the stream channel, which leads another 350 feet to the North Fork Little Campbell Creek. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated November 30, 2023.   • POA-2023-00458 Zimovia Strait PN

    Expiration date: 1/3/2024

    Mason Villarma states the purpose is to protect a residential property from wave action while also providing the applicant with additional usable area within their privately-owned tidelands. The project site is located within Section 24, T. 62 S., R. 83 E., Copper River Meridian; USGS Quad Map Petersburg B-2 NE; 56.473242º N., 132.389871 Xº W.; 223 Stikine Avenue in Wrangell, Alaska. The applicant proposes to discharge no more than 450 cubic yards of riprap and shotrock into 0.04 acre below the high tide line (HTL, approximately 19.7 feet above the 0.0-foot contour) of Zimovia Strait, a navigable water of the United States (WOTUS), for the purpose of constructing a rock wall and fill pad for erosion control. The proposed seawall would extend 29 feet seaward of the existing structure. Fill would be placed 8.19 feet below the HTL for 44 linear feet along the length of the treated bank. Work is proposed to take place during the winter of 2023-2024. All work would be performed in accordance with the attached project plans, sheets 1 – 4, dated September 2023.   • POA-2023-00398 Little Meadow Creek PN

    Expiration date: 1/15/2024

    Sterling Cook stated the purpose is provide the much-needed space for private seaplane operations in the Matanuska-Susitna valley. Currently there are only few locations that do provide floatplane slips, and all are backlogged with over a seven (7) year waiting period for an opportunity to obtain a floatplane use space. The proposed project would relieve existent demand for floatplane slips on local lakes that support anadromous fish species, which are already congested with recreational boat traffic. The project site is located within Section 27, T. 18 N., R. 2 W., Seward Meridian; USGS Quad Anchorage C-7; Latitude 61.623021º N., Longitude 149.622168º W.; Matsu Borough Account Number 57331000L004 (Lot 4-Parcel ID 523619) and Account Number 57331000L003 (Lot 3-Parcel ID 523619), MooseyBou Properties, in Wasilla, Alaska. PROPOSED WORK: The applicant is proposing to construct a seaplane base by building 31 floatplane slips, each 25-foot wide by 30-feet long deep. Each floatplane slip would be connected to Island Lake through three (3) 75-foot-wide access channels and one (1) 150-foot-wide main channel. To maintain water flows in Meadow Creek, the applicant proposes to reroute a section of Meadow Creek through the seaplane base. Hydrology would be directed through a trench into a 60-foot long by 12-inch diameter culvert under existing runway. All work would be performed in accordance with the enclosed plan (sheets 1, 2, and 4 dated December 7, 2023, sheet 3 dated August 23, 2023, and sheet 5 dated August 29, 2023).   • POA-2011-00328-M1 Sagavanirktok River PN

    Expiration date: 1/14/2024

    Ms. Kerri Martin, Alaska DOT has stated the purpose is to correct safety and operational deficiencies at the existing Deadhorse Airport, bringing the airport into current Federal Aviation Administration (FAA) design standards (Part 139 Safety Enhancement) and design criteria identified in the Alaska Statewide Transportation Plan and Alaska Aviation System Plan. PROPOSED WORK: To place 722,700 cubic yards of gravel, resulting in the fill of 78.6 acres of wetlands. Specifically, the work consists of construction of a perimeter road with fence, material source haul road, culvert replacement, removal, or modification, and the filling of existing drainage areas located adjacent to the airport runway. All work would be performed in accordance with the enclosed plan (sheets 1-5). The previously permitted Mine Site 3 will be utilized as the material source for the project.
