Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

POA-2016-355, North Klatt Bog

Municipality of Anchorage (MOA)'s stated purpose for the proposed project is to receive and manage the sediment collected from the MOA street and storm water maintenance activities. The liquids removed from the sediment would be discharge to the Anchorage Water and Wastewater Utility (AWWU) sanitary sewer and the sediment would be disposed of offsite. The proposed project would discharge 94,000 cubic yards of granular classified fill into 5.79 acres of wetlands for the construction of a Stormwater Sediment Management Facility. The proposed project would separate (decant) and process sediments removed from the MOA storm drain system during routine maintenance activities.  During these activities, vacuum powered equipment (Vactor Trucks) would remove accumulated sediments from the pipes, manholes, catch basins and other structures in the storm drain networks. The combined water and sediment materials would be brought to the proposed project to be separated into liquids and solids. All liquids would be discharged into the wastewater system; the solids would be dewatered. Waste material would be removed to the municipal land fill, reusable materials would be removed to appropriate areas for reuse. No sediments would permanently accumulate at the proposed project site. Heavy equipment would be used to move materials between processing facilities at the proposed project site. Processed sediments would be removed from the proposed project in the spring. An estimated 70 to 100 truckloads of dried sediment would be removed per season.
