Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1966-51-M1, Kustatan River

    Expiration date: 10/15/2014

    CIPL’s stated purpose is to replace a section of a buried 20-inch crude pipeline using horizontal directional drilling (HDD) methods. Anomalies were identified in this section of pipeline during routine pipeline integrity assessment. Previous attempts to repair this section of pipeline using excavation repair, and reburial methods were unsuccessful due to the difficulty of accessing the area, which is located in wetlands, with necessary equipment. CIPL, owned by Harvest Alaska, LLC (Harvest) proposes discharge up to 8,000 cubic yards (cy) of clean gravel into 1.2 acres of jurisdictional wetlands for the purpose of constructing a 1.2 acre temporary gravel pad which would support a work area for the HDD rig and all associated equipment.   • POA-2014-338, Matanuska River

    Expiration date: 10/10/2014

    On September 10, 2014, the Alaska District Corps of Engineers published a Public Notice for Department of the Army (DA) permit number POA-2014-338, Matanuska River for a DA permit application from the Matanuska-Susitna Borough, to construct a spur dike and channelize the Matanuska River. The project site is located within Section 18, T. 19 N., R. 4 E., Seward Meridian; USGS Quad Map: Anchorage C-5, Latitude 61.7306º N., Longitude 148.7933º W., Matanuska-Susitna Borough, MP 65 Glenn Highway, east of Sutton, Alaska. The Corps of Engineers, at the request of the U.S. Fish and Wildlife Service, has extended the comment period for this public notice from 15 days to 30 days. The revised public notice expiration date is October 10, 2014.   • POA-2011-13, Palmer Creek

    Expiration date: 10/22/2014

    Homer Bookkeepers, LLC's stated purpose is to construct a commercial composting, vermiculture, landscaping product manufacturing facility and to provide commercial storage for equipment and machinery. Homer Bookkeepers, LLC is proposing to discharge 2040 cubic yards (cy) of pit run gravel and 49 cy of concrete for the construction of a driveway, parking lot, composting facility, and drainage ditch in Waters of the U.S. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated June 5, 2014.   • POA-2012-404, Icy Strait

    Expiration date: 10/16/2014

    Huna Totem Corporation's stated purpose is to streamline cruise ship operations at the site by constructing a fixed cruise ship berth, renovating existing tourist facilities, and constructing additional tourist facilities to support cruise ship terminal operations at the site and projected increases to tourist traffic. The applicant requests authorization to construct the following structures below the Mean High Water mark (approximate elevation +13.9 feet above the 0.0 foot contour) (MHW) in navigable waters of the United States: Two pile-supported (15 total 42-inch diameter steel) mooring dolphins. Two pile-supported (20 total 42-inch diameter steel) breasting dolphins. Eight (5-feet wide by 820-feet long), pile-supported (10 total 24-inch diameter steel) catwalk spans. One 400-feet long by 50-feet wide offshore floating cruise ship mooring pontoon secured by three pile-supported (18 total 42-inch diameter steel and 5 total 60-inch diameter steel) reaction dolphins. One 173-feet long by 18-feet wide steel transfer span, and one 482-feet long by 18-feet wide steel trestle supported by 15 total 24-diameter and 21 total 30-inch diameter steel piles. In addition, the applicant proposes to discharge 275 cubic yards of clean imported fill material into 0.08 acres of waters of the United States consisting of palustrine wetlands to construct an early excursion departure/welcome center, gravel access road, and culinary attraction at the Icy Strait Point tourist facility. All work would be performed in accordance with the enclosed plan (sheets 1-24), dated 8/4/14.   • POA-2014-360, Port Valdez

    Expiration date: 10/15/2014

    City of Valdez's stated purpose is to support the U.S. Army Corps of Engineers (USACE) new harbor development project. The City of Valdez, under this permit request, is proposing to construct a road to access the new facility, parking, boat launch ramp, floating docks, and other harbor related improvements. This work would include discharging 80,000 cubic yards (CY) of fill material and rip rap, below high tide line (HTL), into 3 acres of the newly constructed boat basin, and an additional 20,000 cubic yards into 1.5 acres of previously undisturbed marine waters. To anchor the proposed trestles, gangways, float system the applicant install 90 – 16” steel piles and 115 – 18” steel piles. All work would be performed in accordance with the enclosed plan, 15 sheets, dated September 2014.
