Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2003-1509, Kenai River

    Expiration date: 4/17/2014

    Kenai Landing, Inc stated purpose is to meet the growing need for marine transportation and shore-based services, including “roll-on”, “roll-off” freight storage and handling. Kenai Landing, Inc proposes to excavate 10,000 cubic yards (cy) of silty clay from below the mean high water mark (MHWM, 19.8 ft elevation) of the Kenai River, from an area 145 feet long and 80 feet wide in order to construct a 80 foot wide by 380 foot long boat ramp. The work would occur when the water levels are low, and an excavator would be used to remove the material. The dredged area would slope down from the MHWM to 0 ft. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated September 7, 2013.   • POA-2013-380, Nushagak Bay

    Expiration date: 4/14/2014

    Bristol Bay Native Association (BBNA) stated purpose is to create/improve access between Clark’s Point and Ekuk. The proposed project would create a 4.3 mile road connecting the communities of Clark’s Point and Ekuk, Alaska. The new road would be 22,700 linear feet (LF), with a driving surface width of 14 feet. The proposed project would place 220,100 cubic yards (CY) of select borrow fill to create the road embankment, followed by 6,650 CY of D-1 surface course to create the driving surface. The proposed road would have a total footprint of 28.26 acres, impacting 22.54 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-29), dated January 16, 2014.   • 1980-339-M4, Ugnuravik River

    Expiration date: 4/14/2014

    ConocoPhillips Alaska Inc. (CPAI) stated purpose is to place fill material to expand the existing DS-1H pad in order to support the continued development of the Kuparuk Oil Field reserves, located within the Kuparuk River Unit. CPAI proposes to place 100,200 cubic yards of gravel fill material on 9.45 acres of jurisdictional tundra wetlands to expand the existing Drill Site 1H (DS-1H) gravel pad to accommodate the installation of 18 new wells, with space for 3 additional wells to be drilled at a later date, and the infrastructure to produce oil from the West Sak reservoir.   • POA-2012-439, Hartney Bay

    Expiration date: 4/14/2014

    Mr. Steve Donaldson's stated purpose is to construct a private residence in the existing Hartney Bay Subdivision near Cordova, Alaska. Mr. Steve Donaldson has proposed the placement of clean fill material into wetlands in order to construct a single family residence. Work would consist of the construction of a building pad 68-feet by 268-feet and an attendant driveway measuring 23-feet by 450-feet; both fill pads have a depth of 4-feet. In total, the applicant has proposed the placement of up to 2,756 cubic yards of fill material into no more than 0.65-acres of wetlands. In addition to the building pad and driveway, the proposed project would require the installation of a 24-inch diameter culvert to accommodate the flow of an existing stream through the proposed driveway.   • POA-2014-31, Klawock Inlet

    Expiration date: 4/14/2014

    Klawock Heenya Corporation's stated purpose is a five year plan to expand the existing sand and gravel source; the applicant also states that the overburden would be utilized to reclaim the material source in an effort to return the land back to wetland condition type. Klawock Heenya Corporation's proposes a five year plan to excavate 8.5 acres of wetlands to expand the existing sand and gravel source. After the sands and gravels have been excavated, the excavated areas would be back filled with 75,000 cubic yards (CY) of muskeg/overburden and 5,000 CY of clay. An existing man made pond of 2 acres would also be back filled. The excavated areas would be back filled to an elevation that would prevent large ponds from forming. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 13, 2014.
