POA-2015-355 Gastineau Channel

Douglas Island Pink and Chum Inc.'s stated purpose is to remove sediment that has accumulated in the existing broodstock holding/saltwater rearing site for the Macaulay Salmon Hatchery. Douglas Island Pink and Chum Inc.'s requests authorization for the following work in navigable waters of the United States: Dredge 5,000 cubic yards of marine sediment from 0.73 acres below the mean high water mark (approximate elevation +15.4 feet above the 0.0 foot contour) (MHW) to provide sufficient water depth for juvenile salmon rearing and returning adult salmon staging prior to ascending the hatchery fish pass. The applicant is proposing to perform the dredging with a clam shell excavator. Dredge material would be deposited in a barge, with return flow, for transport to the proposed disposal site within Gastineau Channel. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated May 14, 2015. POA-2015-350, Sagavanirktok River

The applicant, Mr. Brett Nelson and the Alaska Department of Transportation & Public Facilities' stated purpose is to raise the grade of the Dalton Highway by ten feet between MP 379-401 and develop three material sites. PROPOSED WORK: The applicant is seeking after the fact authorization for the development of three material sites, all to the east of the Dalton Highway, (MS 65-9-099-2 at MP 390, MS 65-9-040-2 at MP 374.5 and MS 65-9-024-2 at MP 381), authorized under U.S. Army Corps of Engineers (USACE) emergency permitting procedures, (permit number POA-2015-342), on May 27, 2015, as well as the authorization to discharge 845,000 cubic yards (cy) of gravel fill material into 353.2 acres of waters of the United States (U.S.), including wetlands, to raise the grade of the Dalton Highway by ten feet between MP 379-401 and develop three material sites. The applicant also requests authorization for temporary impacts to 160 acres of wetlands. The applicant states that “the project is needed because snow drifting on the roadway is common, the existing gravel surface is high maintenance and creates unwanted dust. Many existing drainage culverts are in need of repair or replacement. Extensive aufeis formation and flood damage in the spring of 2015 emphasized the need for raising the grade on the Dalton Highway.” Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision. POA-2015-250, Sagavanirktok River

Alaska Frontier Constructors' stated purpose is to provide approximately 1,130,800 cubic yards of gravel for commercial sale within and around the community of Deadhorse, Alaska. PROPOSED WORK: The proposed work is to create a 40 acre gravel pit within the floodplain of the Sagavanirktok River by excavating approximately 1,130,800 cubic yards of gravel over the course of two summer (July, August, September) seasons. Phase 1 is approximately 20 acres in size and Phase 2 is approximately 20 acres in size. Upon completion of mining activities, the gravel pit will be connected hydrologically to the Sagavanirktok River via the construction of permanent intake and outfall structures with the intent of creating a 40 acre, 25 foot-deep overwintering fish habitat. There are no wetlands within the project area. The project site is located within Section 17, T. 10 N., R. 15 E., on USGS Quad Map AK-Beechey Point A-3; Umiat Meridian; Latitude 70.2175°N, Longitude 148.3905°W, immediately north of Nana Reservoir, Deadhorse, Alaska. .
