  • POA-2015-306, Iliuliuk Bay

    Expiration date: 8/31/2015

    City of Unalaska's stated purpose is to provide recreational access to the east side of Iliuliuk Bay and access to a historical site used for the manufacture of salt. City of Unalaska is proposing to permanently discharge 4,500 cubic yards (cy) of clean shot rock fill, varying in size from gravel to 2’ boulders into 0.9 acres of waters of the U.S., below the high tide line (HTL, approximate elevation +4.7 foot above 0.0 foot elevation) and mean high water mark (MHWM, approximate elevation +3.3 foot above 0.0 foot elevation) of Iliuliuk Bay, a navigable water of the U.S., to construct of a 900’ long pedestrian trail along the waterfront to access the old Saltery buildings from an existing parking area. The path would have a 10’ wide usable area for pedestrians, once constructed. In addition to the material discharged below the HTL and MHW, an additional 6,200 cy of shot rock material would be used to raise the elevation +10 foot above 0.0 foot elevation to prevent over topping of the trail during storm events. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated April 20, 2015.     Expiration date: 8/15/2015

    The applicant, Mr. Peter Nagel, Alyeska Pipeline Service Companys' stated purpose is to is to install a new heat source for the pipeline. PROPOSED WORK: Discharge of fill material in 0.68 acre of wetlands to construct a workpad used for a new heat source facility for the pipeline. All work would be performed in accordance with the enclosed plan, (sheets 1-3), dated 06-15-15,4-28-15, and 5-6-15. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2015-251, Wainwright Inlet

    Expiration date: 8/28/2015

    The project purpose is to replace an existing public works maintenance facility. The proposed work is to construct a 1.55-acre gravel pad, on which a 140-foot wide by 120-foot long building will be constructed. Specifically this work would result in the discharge of 12,910 cubic yards of clean fill material to provide a stable base for oilfield support equipment, vehicles, and facilities. All work would be performed in accordance with the plans labeled Wainwright Public Works Building, sheets 1-3 (attached).     North Slope Borough's stated purpose is to construct a new hanger at the North Slope Borough Search and Rescue Facility to accommodate the new helicopter purchased to assist with search and rescue missions.   • POA-2008-1450, Brown’s Slough_PN

    Expiration date: 8/17/2015

    Mr. Lyman Hoffman's stated purpose is to provide single-family residences for rural Alaskans in the Bethel area. PROPOSED WORK: The placement of 95,900 cubic yards (cy) of clean fill material, from the Dale Construction Material Site and Knik Construction, into 18.6 acres of jurisdictional scrub-shrub and emergent wetlands for the development of a 78 house/lot subdivision to be named Blue Sky Estates Subdivision (BSES). One lot would be set aside for a city park; there would be an area for a small lift station easement also set aside, and several open space preservation areas. 28,300 cy of fill would be placed into 5.7 acres of wetlands for the construction of roads within the subdivision and 67,600 cy of fill would be placed in 12.9 acres for the construction of house pads and driveways. The proposed subdivision would be in a U-shape surrounding the existing Tsikoyak Subdivision (TS). The project would be constructed in phases. Phase I would be the construction of all roads, power poles, and the park pad. For Phase II individual lots would only be filled after the respective lot has been sold so no unnecessary fill is placed in wetlands unless a home would be constructed on the lot. LOCATION: The project site is located within Section 12, T. 8 N., R. 71 W., Seward Meridian; USGS Quad Map Bethel D-8; Latitude 60.7991º N., Longitude 161.8498º W.; approximately 1 mile northwest of the Bethel Airport, in Bethel, Alaska.
