Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-00329, Multiple Waterway

    Expiration date: 2/28/2020

    Mr. Frank Richards, with Alaska Gasline Development Corporation (AGDC), states that the project purpose is to commercialize the natural gas resources on Alaska’s North Slope during the economic life of the Prudhoe Bay and Point Thomson Units, by converting the available natural gas supply to liquefied natural gas (LNG) for export to foreign markets and to provide opportunities for in-state use. Work being proposed includes: To construct an integrated project that includes a new Gas Treatment Plant (GTP) on Alaska’s North Slope and an 807-mile long natural gas pipeline to a new Liquefaction Facility near Nikiski, on Cook Inlet. Other major project components would include the construction of a Point Thomson Transmission Line (PTTL), a Prudhoe Bay Transmission Line (PBTL), West Dock Causeway expansion, and a marine terminal in Cook Inlet.   • POA-2019-00642, Sitka Western Channel

    Expiration date: 1/22/2020

    Romar Holdings LLC, states that the project purpose is to develop the existing property with a commercial building by adding retail, office, gear storage, café dining, kitchen, and nine apartment units with caretaker unit and associated facilities. Parking will be added adjacent to the building with shared access and usage with neighboring property. The replacement dock and gangway will renew the existing facilities for boat moorage of six charter boats and one 90-foot yacht. Work being proposed includes to demolish an existing pile supported building and dock, removing the existing creosote pilings. Discharge 4,000 cubic yards (CY) of shot rock, 150 CY D-1 gravel, and place 525 concrete blocks below the high tide line into 7,675 square feet (sf) of intertidal area to construct a solid fill pad to support a new commercial building and a combined access shared parking lot. Construct a 754 sf steel pile supported wood parking deck and a 613 sf steel pile supported commercial building. Construct a 6-foot x 55-foot gangway and a 2,521 sf concrete floating dock with finger piers.   • POA-2014-00107, Tatitlek Narrows

    Expiration date: 1/17/2020

    Nancy Robart, with the Native Village of Tatitlek, states that the project purpose is to store and dispense fuel. Work being proposed would involve the discharge of 2500 cubic yards of Type I rock and 55 cubic yards of armor rock into 0.2 acres of wetlands for the construction of a fill pad to store and dispense fuel. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated November 2018.     William Smart, with Smart Construction Co, Inc. states that the project purpose is for waste disposal for the State of Alaska road development project projected for construction March 2020. Work being proposed includes to discharge fill material into wetlands during the creation of a waste site. The proposed 1.93 acre site would be used to dispose of organic overburden material from the State of Alaska road improvements. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated November 2019.   • POA-1961-00028, Sumner Strait

    Expiration date: 1/2/2020

    The United States Forest Service, Petersburg Ranger District, Attention: Mr. Ted Sandhofer, Post Office Box 1328, Petersburg AK 99833, states that the project purpose is to help facilitate the movement of logs to meet timber supply and demand as identified in the Central Tongass Project (CTP) and machinery and the movement of people and cargo. This would be done by increasing upland log storage capacity and improving stormwater drainage for the Log Transfer Facility (LTF). Work being proposed includes converting the existing causeway into a 10% grade, 230 foot long x 28 foot wide ramp as well as expand the fill foot print in wetlands by 1.5 acres. Section 10 work would consist of excavating 8,915 cubic yards (CY) of fill below Mean High Water (MHW) and removing and disposing of the existing log bulkhead. The excavation would occur from land. The 1.5-acre expansion area would be created using mechanized land clearing and grubbing as well as by placing 9,630 CY of fill. The expansion area would also consist of a shot-rock lined ditch line and settling pond. The project site is located within Section 35, T. 61 S., R. 81 E.; Latitude 56.5430º N., Longitude 132.7282 º W.; near Petersburg, Alaska.
