Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2019-00066, Gastineau Channel

    Expiration date: 6/20/2019

    Mr. William Heumann, states that the project purpose is to subdivide a large tract of property in order to provide small residential lots to help meet the current demand for affordable housing in Juneau, Alaska. Work being proposed includes the placement of 3,744-cubic yards of rock, concrete, and pavement, 1,320-cubic yards of pit run/shot rock, and 1,487-cubic yards of native soil into 2.21-acres of wetlands to facilitate the construction of 14 residential homes, a 320-foot long x 60-foot wide extension to Hillcrest avenue, a 470-foot long x 57-foot wide extension to Hooter Lane, and a 135-foot diameter cul-de-sac. Additionally 837-linear feet of streams would be re-routed resulting in a net reduction of 105 linear feet. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated June 4, 2019. The project site is located within Section 5, T. 41 S., R. 67 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.345352º N., Longitude -134.490486º W.; located at the end of Hillcrest Avenue, in Juneau, Alaska.   • POA-2019-00231, Turnagain Arm

    Expiration date: 7/6/2019

    U.S. Forest Service, Glacier Ranger District, Chugach National Forest 145 Forest Station Road, Girdwood, AK, 99587, states that the purpose of this project is to provide safe multimodal access along the Seward Highway right-of-way between Ingram Creek and the hooligan fishing parking area proposed by Alaska Department of Transportation and Public Facilities' (DOT&PF) north of the Twenty-mile River. There is a need for safe, multimodal access through the project area, due to its popularity for a variety of recreation activities. Access to these activities is currently disconnected, limited, and inefficient. The work being proposed involves constructing the Portage Curve Multimodal Connector Main Trail Project. This work would result in discharges of fill material into a total of 11.27 acres of wetlands, and other waters, that abut and/or are adjacent to the Turnagain Arm of the Cook Inlet. This total includes approximately 0.03-acre of Federally Navigable Waters subject to Section 10 of the Rivers and Harbors Act of 1899. Table 1 provides a summary of direct impacts to wetlands/waters by wetland type. The project site is located within Section 5, T. 8N., R. 3E., Seward Meridian; Latitude 60.817º N., Longitude 148.967º W.; within the Municipality of Anchorage and the Kenai Peninsula Borough; near Portage, Alaska.
