Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2013-00396, Kobuk Alatna and Koyukuk Rivers

    Expiration date: 10/29/2019

    PURPOSE: The applicant, Alaska Industrial Development Authority, states the project purpose is to increase job opportunities and encourage the economic growth of the state by supporting mineral resource exploration and development in the Ambler Mining District in Northwest Alaska. LOCATION: The project site is located within begin Latitude 67.162º N., Longitude 157.052º W.; end Latitude 67.081º N., Longitude 150.345º W near mile post 161 of Dalton Highway about 211 miles to Ambler Mining District near Ambler, Alaska. PROPOSED WORK: The permit application is for the phased construction of a controlled access, year-round, industrial road linking the Ambler Mining District to the Dalton Highway. The project would construct a new 211-mile-long gravel surfaced roadway along the southern flanks of the Brooks Range, extending west from the Dalton Highway near milepost 161 to the south bank of the Ambler River. The road, at full build-out would provide year-round surface transportation access to the Ambler Mining District to allow for expanded exploration, mine development, and mine operations at mineral prospects. Access to the road would be controlled and primarily limited to mining-related industrial uses, although some commercial access may be allowed. A fiber optic line, radio communication towers and associated infrastructure are planned to be installed within the project footprint to provide communications during construction and operation of road. Impacts to waters of the United States (U.S.) from fiber optic line work are expected to be minimal. All work would be performed in accordance with the enclosed plan (sheets 1-20), dated September 10, 2019.   • POA-2019-00558, Favorite Channel

    Expiration date: 10/9/2019

    Mr. Jon McGraw, of Sitka, AK, states that the project purpose is the placement of building pads in order to construct single family homes on each lot. Work being proposed includes the discharge 2,558 cubic yards of shot rock fill material into 0.37 acres of palustrine forested wetlands (Lot 1A) to construct a 130 foot long x 20 foot wide driveway and a 130 foot long x 123 foot wide house pad; and in addition, discharge 2,368 cubic yards of shot rock fill material into 0.36 acres of palustrine forested wetlands (Lot 1C) to construct a 180 foot long x 20 foot wide driveway and a 130 foot long x 117 foot wide house pad.     Mr. and Mrs. Richard Clark, state that the project purpose is to have a stable area to build a single family home and yard in a position to take advantage of the lake and mountain view in Wasilla, Alaska. Work being proposed includes placement of approximately 781 cubic yards of fill material into 0.12-acres of wetlands for the expansion of an existing fill pad.     The Metlakatla Indian Community, Post Office Box 8, Metlakatla, Alaska 99926, states that the project purpose is to establish a Veteran’s Administration cemetery in Metlakatla, Alaska. Work being proposed includes the placement of approximately 16,940 cubic yards of fill material into 3.5 acres of wetlands for the construction of a cemetery and its associated access road and structures.
