Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2019-00620, Campbell Creek

    Britton Webb, with Solid Ground LLC., 6301 B Street, Anchorage, Alaska 99518, (805) 886-0049, bwebb@akhaul.com, states that the project purpose is to create a paved parking lot for parking trailers in close proximity to Solid Ground LLC retail location (6301 B Street, Anchorage, AK 99518). Solid Ground LLC. needs greater parking for high-end trailers than can fit in the parking space surrounding their retail location. The majority of the parcel would be developed to include storm-water features and have sufficient space for trailer backing and turning radius. Work being proposed includes the placement of 2,419 cubic yards of clean gravel fill to construct a 323-foot x 118-foot paved parking lot, four bio-retention facilities within the paved parking surface, one bio-retention facility and swale abutting the eastern parking lot entrance for storm-water collection, and a paved entrance connecting the parking lot to B Street. The proposed work would require filling 0.75-acre of jurisdictional wetlands.   • POA-2018-00190, Harrison Bay

    Expiration date: 5/11/2020

    Chris Wrobel, SR., with ConocoPhillips Alaska, Inc., states the project purpose is to develop hydrocarbon resources from federal oil and gas leases in the Northeast Planning Area of the NPR-A. The Project proposes a series of infrastructure components that will be constructed over an approximate 10-year period for the purpose of oil and gas development in the NPR-A. Work being proposed includes: placement of approximately 5,055,990 cubic yards (CY) of material into 459.2 acres, 450.8 acres of which are waters of the United States (WOUS), including wetlands, to construct up to five drillsites, a central processing facility, operations center, gravel access roads, pipelines, a constructed freshwater reservoir (CFWR) perimeter berm, an airstrip, and three boat ramps. The applicant also proposes to convert 166.1 acres of WOUS from palustrine wetlands to lacustrine waters to develop a gravel mine with two gravel sites and create the CFWR. Temporary discharges are proposed for screeding activities, the trenching of power and communication cables, and constructing multiseason ice pads. Two pipeline crossings underneath the Colville River (same location), via horizontal directional drilling (HDD) will be undertaken. All work would be performed in accordance with the enclosed plan Sheets 1-128, dated March 17, 2020. The project is located on the Arctic Coastal Plain of Alaska, primarily in the northeast section of the National Petroleum Reserve–Alaska (NPR-A). The Project area generally includes the full extent of the Bear Tooth Unit (BTU) and portions of the Greater Mooses Tooth Unit (GMTU) east toward the Colville River.     Alex W. Peura, with Ketchikan Gateway Borough, 1900 1ST Avenue, Ketchikan, Alaska 99901, (907) 228-6670, alexp@kgbak.us, states that the project purpose is to improve public recreation facilities at the Rotary Club Beach. Proposed work would minimize erosion, provide a safe access along the beach and improved swimming conditions at the beach wading pool. Work being proposed includes constructing a 12-foot x 16-foot concrete landing (38 cubic yards of concrete), a new 260 linear foot erosion control seawall (60 cubic yards), 20 linear feet of concrete log deflector benches (0.82-cubic yard), a new 100-square foot access ramp (2 cubic yards), for a total of 100.82 cubic yards of fill material, of which 36.32 cubic yards would be placed in a 0.03-acre area below the High Tide Line (HTL).     Charles Clement, with Southeast Alaska Regional Health Consortium (SEARHC) - email: cclement@searhc.org; phone: 907-966-8850, states that the project purpose is to provide employee housing due to the construction of a new hospital in Wrangell. Work being proposed includes discharge 5,400 cubic yards of shot rock and 675 cubic yards of D-1 rock into 0.84-acre of forested wetlands to construct an access road and a building pad for employee housing. The access road would be 24 feet wide at the top of the road (32 feet at the toe of the slope) and 676 feet long leading to a cul-de-sac. The pad would support six duplexes with parking. The southern end of the pad would have a width of 222 feet and the east side of the pad would have an approximate length of 710 feet. There would be no stream impacts. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated March 2020.     Ronald Randall, PO Box 9537, Ketchikan, Alaska 99901, ronrandall@ak.net states that the project purpose is to provide a building foundation and wave erosion protection to support the construction of a new home, concrete piers to support the house decks, 40 linear feet of storm drainage and 230 linear feet of sewage pipe extensions, and marine outfalls for a secondary treatment plant. Work being proposed includes the placement of fill material in 0.106-acre below the High Tide Line to build a concrete seawall (56 cubic yards (CY) of concrete), 26.5 CY of riprap for erosion protection, 151 CY of shot rock fill, and 6 CY of concrete for post bases.
