Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2021-00361, Putuligayuk River_PN

    Expiration date: 9/29/2021

    The Hilcorp North Slope LLC, POC Keri Iles 907-777-8368, stated purpose is to expand the L Pad to accommodate new wells for increased production and oil retrieval. Proposing to discharge 25,000 cubic yards of clean gravel into 3.7 acres of wetlands to expand the L Pad 300 feet by 530 feet. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated June 2021.   • POA-2021-00418, Zimovia Strait

    Expiration date: 9/13/2021

    Mr. Garrett Gablehouse states purpose is to utilize and maximize the length of his property. The applicant proposes to complete work in Zimovia Strait to level the rear 30 feet of his property, spanning its entire 88.5-foot width. The work would consist of driving six 12-inch, 40-foot-long, steel pilings to act as a bulkhead for a stacked rock fill. A 10-inch I-beam would be welded to the top of the pilings for support. The pilings would be located inside the waterward property line, at a spacing of 16 feet, along the toe of an existing rock fill. Landward of the pilings, 165 cubic yards of rock would be discharged (stacked) onto existing rock fill. Approximately one-half that volume of rock fill would be placed into an area extending 15 feet waterward of the high tide line, which would result in filling 1,328 square feet of the intertidal zone. The project would begin upon issuance of a Department of the Army permit and would be anticipated to be completed prior to winter. The driving of the piles and the initial placement of the rock would occur while the project site is dewatered during at low tide. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated August 16, 2021.   • POA-2021-00408_Atigun River

    Expiration date: 9/27/2021

    The owners of Trans Alaska Pipeline System is proposing to prevent further erosion of the river toward the pipeline and restore some of the buffer within the undercut section of bank. Work being proposed includes to retain a 280 linear foot bank stabilization completed July 1, 2021 that resulted in the discharge of 3,240 cubic yards of class 4 rip rap and low water crossing rock into 0.2 acres of riverine waters. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated August 13, 2021.   • POA-1965-00034, Resurrection Bay_PN

    Expiration date: 9/16/2021

    Mr. Jason Davis, with Turnagain Marine Construction, states the purpose of the project is to replace the Alaska Railroad Corporation Passenger Dock so that it can safely accommodate larger cruise ships, provide off-season mooring of freight vessels, and maintain a terminal space to process cruise passengers. Work being proposed, discharge 350,000 cubic yards (CY) of gravel and recycled concrete fill into 3.3 acres below the Mean High Water Mark (MHW) of Resurrection Bay, a navigable water of the U.S, for the purpose of upgrading the Alaska Railroad Corporation passenger dock. In addition, 15,000 CY of sediment would be dredged in waters of the U.S. directly adjacent to the dock to a depth of -38-feet below the 0.0-foot benchmark. The dredged material would be used as fill and placed back within the footprint of the solid fill dock. The final solid fill dock would be 1200-feet long by 120-feet wide. The proposed project would remove: • The existing fenders. • Nine hundred 14-inch diameter steel piles (920 would remain and act as soil anchors for the in-place fill). • Ten 20-inch diameter steel piles that compose two mooring dolphins. • The entire existing concrete deck will be removed, crushed and re-used as earthen fill. • Portions of the concrete pile caps. • Up to 5,000 CY of riprap obstructions along 200 feet of shoreline below the High Tide Line on both sides of the existing dock (Up to 0.09 acres). • Up to 10,000 CY of material would be dredged in the area along the existing dock (approximately 1.10 acres). • Submerged navigational obstructions within 120 feet of both sides of the proposed dock area (part of the proposed dredging). The proposed project would install: • Three hundred (300) of the removed 14-inch-diameter steel piles to act as additional soil anchors within the fill footprint of the new solid fill dock. • Two hundred twenty (220) permanent 36-inch H-beam steel soldier piles to guide concrete Panels. • Two hundred twenty (220) permanent 12-foot wide by 24-inch-thick concrete panels. • Two (2) permanent 42-inch diameters fender piles. • Discharge 350,000 CY of gravel and recycled concrete fill (placed in two phases) to fill a total of approximately 3.3 acres. • Install dock components such as bull rail, fenders, mooring cleats, pre-cast concrete dock surface, passenger walkway, handrail, and mast lights. All work would be performed in accordance with the enclosed plan (sheets 1-16), dated August 3, 2021. The project is located within Section 2, T. 1 S., R. 1 W., Seward Meridian; USGS Quad Map Seward A-7; Latitude 60.1184º N., Longitude 149.4277º W.; Seward Passenger Terminal, in Seward, Alaska.     The U.S. Air Force, POC: Hannah Kirst 907-552-3598, is proposing to create additional space for storage and staging of equipment and supplies to support Eni's Nikaitchug oil and gas development. Work being proposed includes the discharge of 15,337 cubic yards of gravel into an approximately 1.44-acre depressional area, including waters of the United States, to raise it to the same elevation as adjacent pads. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated July 27, 2021. The project site is located at Latitude 70.50933º N., Longitude 149.86502º W.; at Oliktok Point approximately 39 miles northwest of Deadhorse, Alaska.
