Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

Box 16300; 1200 East 1st Avenue; Anchorage, Alaska 99519, telephone (907) 762-4726, and email: Karen_Keesecker@chugachelectric.com states the purpose is to serve the public interest by rebuilding and upgrading approximately 15 miles of existing 115kV transmission located between Girdwood and Indian. It would increase the transmission capacity to 230kV standards to maintain reliability and accommodate anticipated electrical load growth. Inspections conducted in 2007, concluded that the transmission line structures were nearing the end of their useful life and required replacement. The entire transmission line is 90.4 miles and runs from Quartz Creek Substation near Kenai Lake to the substation in Anchorage, which was originally constructed to carry power from the Cooper Lake Hydroelectric Power Plant to Anchorage. Today, this line also carries power produced by the Bradley Lake Hydroelectric Facility and the Nikiski Combined Cycle Power Plant. In addition to Anchorage, the line also serves local distribution substations at Indian, Dave’s Creek, Summit Lake, Hope, Portage, and Girdwood, and interconnects with the power grid for Seward, Kenai/Soldotna, and Homer. The project proposes to rebuild the electrical transmission segment between Girdwood Substation to Indian Substation (15 miles), which would require placement of 15,000 cubic yards of gravel and riprap and 305 cubic yards of pipe and concrete in 1.97 acres of waters of the U.S., including wetlands. The project is located within T. 10 N, R. 1 E, Sections 21-24, 29, 30; T. 10 N, R. 2 E, Section 1; T. 10 N, R. 1 W, Sections 5, 9-10,14-15, 24-25; T. 11 N, R. 1 W, Section 32 of the Seward Meridian. The proposed project extends from the Indian Substation (Latitude 61.000456° N, Longitude 149.499293° W) to the Girdwood Substation (Latitude 60.941448° N, Longitude 149.171027° W), near Girdwood, Alaska.     Mr. Emil Nelson, Post Office Box 130, Homer, Alaska 99603, states the purpose is to provide needed sport and commercial boat and gear storage for the public and industry in the Lower Kenai Peninsula. The existing storage yard is completely full and requests continue to be submitted for the waiting list. The Volcano Storage Yard is optimally located in proximity to the Homer Spit and Harbor. The applicant proposes to discharge 2,933 cubic yards of pit run gravel into 0.59-acre of palustrine forested/scrub-shrub wetlands to expand an existing parking and storage pad. Fill would be placed at a depth of two to three foot to match the elevation of the existing storage yard.     Boyer Towing, point of contact: Mike Cloudy; Phone: 907-225-2090: Post Office Box 8000, Ketchikan, Alaska 99901, states the purpose is to is to continue improvements to the owners’ property in support of their barge and tugboat business. The applicant proposes to improve mooring and erosion control in support of a mooring/loading facility. This will be accomplished through the installation of 1) an additional five (5) 24-inch or 36-inch dolphins to continue the pier line along the property, 2) up to seven (7) 16-inch piles to secure a 6-foot by 180-foot floating dock on the shoreside of the mooring piles, 3) approximately 35-foot wide by 25-foot deep barge loading bulkhead, which will consist of sixteen (16) 12-inch steel H piles installed in drilled rock sockets, a poured concrete backwall and approximately 400 cubic yards of backfill (350 cubic yards clean shot rock and 50 cubic yards stacked rip rap), 4) twelve (12) concrete and steel bridge deck panels to prevent further erosion of the ramp and 5) a 6-foot by 70-foot aluminum gangway and 20-foot by 20-foot floating dock. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated October 17, 2022.     Daniel Moss, Deputy Refuge Manager, United States Fish and Wildlife Service (USFWS) Alaska Peninsula/Becharof National Wildlife Refuge, Post Office Box 277, King Salmon, Alaska 99613, states the purpose is to replace the floating dock at the Refuge King Salmon Facility to improve its’ level of service and ensure continued safe access for boats on the Naknek River and for floatplanes to the surrounding Bristol Bay region. The applicant proposes to demolish and remove 824 square foot of existing floats, aluminum gangway, in-water anchors and chains, wooden approach platform and two H-type steel piles, and construct a new facility upstream, to include: installation of a new boat launch ramp, an Open Cell Sheet Pile bulkhead abutment, a 50-foot by 6-foot aluminum gangway with three 16-inch diameter steel piles, and 1,648 square foot of new floats held in place with a new anchor and chain system. The work would occur over, and below, the high tide line (HTL, 16.4 foot above the 0.0 foot contour) and mean high water mark (MHW, 14.0 foot above the 0.0 foot contour) of the Naknek River, a navigable water of the U.S. The project site is located within Section 26, T. 17 S., R. 45 W., Seward Meridian; USGS Quad Map Naknek C-3; Latitude 58.6795º N., Longitude 156.6741º W.; Bristol Bay Borough; USS 4688, Lot 9; Fish and Wildlife Access Road, in King Salmon, Alaska.     Native Village of Atka, Atka Indian Reorganization Act (IRA) Council, James Stevens, P.O. Box 47030, Atka, Alaska 99547, states the purpose is to provide all weather access from the village of Atka to Korovin Bay, an important subsistence area. Korovin Road was a one lane road originally built during World War II to support the Atka installation. The existing road does not meet current width, grade, and alignment standards. Winter travel is precluded because drivers cannot differentiate between the existing road and lake during winter weather. This project would fix these deficiencies, enhancing safety and all-weather access. Additionally, the project would enable the community to transport fishing vessels between the southeast side of the island and the northwest side. The applicant proposes to rehabilitate 1.85-miles of Korovin Road by discharging 10,510 cubic yards of fill material (600 cubic yards of rip rap and 9,910 cubic yards of gravel fill) into 4.0 acres of waters of the U.S., including wetlands. The road would have an average base-width of 27-feet, except at pull-outs where the road would have an average base-width of 34 feet. The road prism would be up to 6 foot in depth with 2:1 slope, and a 12-foot wide travel way, consisting of one travel lane with no shoulders. The crest width would increase to 24-foot at pull-outs to provide passing opportunities. Up to 590 cubic yards of rip rap would be installed along 1,642 linear foot of the Korovin Lake segment to differentiate the road from the lake shore and to prevent erosion, however, no rip rap would be discharged below the ordinary high water mark of the lake. The existing bridge over Korovin Creek along the original alignment would be removed, with a new 24-foot diameter bottomless culvert, 72-foot in length, installed on the realigned portion of the road. Up to 10 cubic yards of rip rap would be placed along Korovin Creek within the new arch, in addition to the placement of 200 cubic yards of Type A material and concrete footings for arch culvert installation (see Sheet 10 of 11). At least 21 culverts, 24-inches in diameter, would be installed to convey existing hydrology across the site. An additional six culverts, ranging in size from 48-inches to 60-inches in diameter, would be installed within streams that may support anadromous or resident fish (see Sheet 11 of 11). All work would be performed in accordance with the enclosed plan (sheets 1-11), dated November 30, 2022.
