Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2022-00041 Chignik Lagoon_PN

    Expiration date: 4/29/2022

    Native Village of Chignik Lagoon, Ms. Michelle Anderson, Post Office Box 9, Chignik Lagoon, AK 99565, states the purpose is to provide the community safe and continual access to their landfill and sewage lagoon. To discharge 95,632 cubic yards of fill material into 9.7 acres below the high tide line (7.03 foot above the 0.0 foot contour), of which 7.2 acres would occur below the mean high water (3.43 foot above the 0.0 foot contour) of Chignik Lagoon, a navigable water of the United States, for construction of a 1.2 mile access road from Chignik Lagoon to the local landfill and sewage lagoon. Fill material would consist of 69,452 cubic yards of gravel fill, 19,863 cubic yards of Class I and Class III Rip Rap, 6,269 cubic yards of filter rock and 48 cubic yards of concrete planks. The road would include a base width of 50-75 foot (depending on upland topography) with a crest supporting an 18-foot-wide driving surface. There would be three beach access ramps constructed along the road to maintain access to intertidal areas, which would have a 10-foot-wide, concrete-plank, driving surface. One anadromous stream (Nelson Creek) would be crossed, requiring the installation of a 10-foot 3-inch-wide pipe arch, 67.5-foot in length. Contingent upon funding, construction would be expected to occur between April and October of 2023-2025. All work would be performed in accordance with the enclosed plan (sheets 1-9), dated October 2021.     Mr. Dan Hall, Knik Construction Co., Inc., 6520 Kulis Dr., Suite 5, Anchorage, Alaska 99502, Phone: 907-245-1865, states the purpose is to improve docking operations, to increase navigation safety and to provide erosion protection at the Knik Construction Cargo Yard, also known as the Bethel Yard Dock (BYD), on the Kuskokwim River, at Bethel, Alaska. To construct an open-cell steel bulkhead dock along approximately 1,100 linear feet of the Kuskokwim River shoreline at an average depth of -15 feet Mean Lower Low Water (MLLW). The total length of the docking area would be 1,600 linear feet. Approximately 50,000 cubic yards of sand and gravel fill and 1,600 cubic yards of riprap armor rock would be placed into 2.9 acres below the High Tide Line (HTL). Sand and gravel would be placed behind the face sheets and the riprap at both ends of the bulkhead. There would be one-48 inch diameter culvert installed in the bulkhead for upland drainage. Also, 24-pipe pile dolphins would be placed just upstream of the bulkhead dock, to support smaller barges for upstream cargo transport. The project would place 15,635 cubic yards of tailings and 500 cubic yards of 2-inch minus aggregate into 4 acres PSS4/1B wetlands to construct 1,000 linear feet of access roads and one turnaround with associated drainage features in for Phase I residential development. Email: MattC.Dunn@north-slope.org; telephone: 907-852-0253, states the purpose is to divert erosional water flow away from the SA-10 reservoir, with the goal of returning flow conditions as they were prior to the mining that occurred upstream in 2006. Construction of an approximate 9,950 foot channel along the westerly Sag River floodplain, which would redirect waters away from the reservoir walls and into other existing channels of the Sag River. Material removed to form the channel will be used to construct an approximate 8,100 foot dike (berm) westerly of the proposed channel, between the proposed channel and the western bank of the River. The dike is necessary to prevent waters from continuing to flow towards the reservoir walls, especially during in high water events.
