Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    The Alaska Department of Transportation and Public Facilities (ADOT&PF) states the purpose is to improve maintenance and public safety of the Old Edgerton Highway by widening the road, clearing vegetation for sight distance and improving drainage and the driving surface. The proposed upgrades would widen the road to 24-feet with two 12-foot lanes, improve and re-establish ditches, replace culverts where needed, and clear vegetation 30 feet from edge of new roadway width. Activities would occur in a phased manner for at least 5 years. The project site is the Old Edgerton Highway, which extends from Willow Creek to Kenny Lake, Alaska and is located within USGS Quad Maps Valdez C-3, D-3, and D-4; the project mid-point is Latitude 61.7842º N., Longitude 145.0492º W.     Nathan Duval, City of Valdez; email: nduval@valdezak.gov, telephone (907) 835-4313, states purpose is to replace the aging Valdez Small Boat Harbor infrastructure to continue the current level of public service, public access, and vessel mooring. To reconstruct the Valdez Small Boat Harbor, including removing the A-G, H-K and Tour Dock floats, steel piles, and utilities. Steel piles would be reinstalled if in good conditions or replaced with new ones. Three gangways would be removed and replaced with salvaged ones or new ones. Dredging would occur at the Tour Dock south access gangway and at the travel (boat) lift gangway and a rock revetment wall would be constructed to stabilize dredged area at the south access gangway. Total dredging area would be 0.25-acre (1,550 cubic yards) and fill area (revetment wall) would be 0.02-acre (125 cubic yards of riprap). Project construction would begin Fall 2022 and is anticipated to have a duration of approximately 5-7 months. Telephone number 907-245-1865 and fax number 907-249-0250, states the The applicant’s stated purpose is to provide additional docking safety and mooring stability to the existing gravel and rock barge dock system by adding an additional 4-foot diameter steel pipe pile. Additionally, the applicant is proposing maintenance dredging to increase operational efficiency and reduce costs. The proposed dredging will also improve navigation safety by eliminating the risk of barge grounding during loading operations. Work will be conducted in Goodnews Bay, a navigable water of the United States., below High Tide Line (HTL) an additional 4-foot diameter steel pile is proposed to provide increased support and safety for the existing barge dock system. The applicant is also proposing to dredge up to 7,000 cubic yards of coarse to fine sand material from approximately 1.5 acres around the barge dock system. Further maintenance dredging is estimated for up to 2,000 cubic yards every 2 years in the same area. Dredging in-water will be done using a long-reach excavator from a barge, or from the beach during de-watered tide stages. Any fallback that occurs during in-water dredging using a long-reach excavator is expected to be de minimis in volume. A dozer may also be used for certain dredge locations during de-watered tide stages. The dredged sandy material will not be disposed of in waters of the United States. There are two privately owned upland locations that will be used for the disposal of the dredged materials. The applicant proposes all or some of the dredged material may be disposed of on previously disturbed non-wetland private uplands near the proposed dredge area and/or all or some of the dredged sandy material may be disposed of on previously disturbed non-wetland private uplands within the active rock and gravel quarry. The active quarry is located approximately 8 road miles south of the proposed dredge area off the existing Red Mountain Road at approximately Latitude 58.9731º, Longitude -161.7006º. Disposal of the sandy dredged material at either location will not result in the drainage of dredged material into wetlands or waters. The upland soils adjacent to the proposed dredge project area are composed of porous sands and gravels. Any water drainage from the disposed dredge materials in that location will percolate into the soil. The upland rock and gravel quarry where dredged materials may be disposed of has existing drainage controls, which will prevent drainage into wetlands and other waters. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated December 9, 2021. The project site is located within Section 17, T. 13S., R. 75W.; Seward Meridian. Latitude 59.0491º., Longitude -161.8178º.; off Standard Oil Road, north of the City of Platinum, Alaska. Aukongak, Golovin Native Corporation, PO Box 62099, Golovin, Alaska 99762-6099.Telephone: 907-779-3251, states the purpose is to create a gravel extraction site to support regional private and public construction projects. The proposed development involves extraction of surface sand and gravel, followed by drilling and blasting of bedrock within 84.86 acres of an undeveloped 103.20-acre property. Approximately 341,600 cubic yards of sand and gravel will be extracted to an average depth of 12-feet. Topsoil and overburden will be stockpiled onsite for reuse. The stockpiles will be located away from areas of concentrated runoff flow and a minimum of 100-feet from waters of the U.S. The project site is located within Sections 21 & 28, T. 11S., R.21W., Kateel River Meridian; USGS Quad Map Solomon C-3; near Latitude 64.514490 N., Longitude 162.886652 W.; Nome Census Area, on the western shoreline of Golovin Bay along the Seward Peninsula, approximately 4.4 miles southeasterly from the Village of Golovin, Alaska.
