Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Kuukpik Corporation has stated the purpose is to provide a Kuukpik-owned lay down and staging area on Kuukpik land that generates revenue for, and reduces impacts to, Kuukpik shareholders and Nuiqsut residents. The pad will be leased to one or more oil and gas operators, oil field support companies and contractors, and/or Kuukpik-affiliated companies and joint ventures to reduce impacts of traffic and construction within and around the City of Nuiqsut, generate revenue for the benefit of Kuukpik's shareholders and offset impacts of oil and gas development to the community Nuiqsut. The project site is located within Section 32, T. 10 N., R. 2 E., Umiat Meridian; Latitude 70.179786° N., Longitude 151.673436° W.; North Slope Borough; approximately 16 miles west of Nuiqsut, Alaska. SPECIAL AREA DESIGNATION: The project is located within the Greater Mooses Tooth Unit (GMT) National Petroleum Reserve-Alaska (NPR-A). PROPOSED WORK: Discharge 389,000 cubic yards of clean, gravel fill into 32.48 acres of wetlands.     Chilkat Vistas LLC (Mr. Michael Heumann) stated the purpose is to extend an existing subdivision to allow for 3 additional multi-family residences. The project site is located within Section 8 T. 41 S., R. 67 E., Copper River Meridian; USGS Quad Map Juneau 8-2; Latitude 58.3453° N., Longitude 134.4904° W.; in Juneau, Alaska. PROPOSED WORK: To discharge 1,384 cubic yards of shot rock, 1,069 cubic yards of organics/soils into 0.76 acres of wetlands to construct additional residential housing Specifically the work would include: a. 0.43 acres of wetlands to be filled with rock for the housing development and associated structures. b. 0.32 acres of wetlands to be regraded with native soils to construct a berm for privacy..     ***PUBLIC NOTICE EXTENDED**** On June 16, 2023, the Alaska District U.S. Army Corps of Engineers published a public notice for Department of the Army (DA) permit number POA-2023-00115, Johnson River for a DA permit application from J T Mining, Incorporated, for construction of a portal access road and airstrip. The project site is located within Sections 6, 7, 8, 16, 17, and 19, T. 1 S., R. 21 W., Seward Meridian; USGS Quad Map Kenai A-7; Latitude 60.0956º N., Longitude 152.9124º W.; 120 miles southwest of Anchorage, Alaska. The comment period for the referenced public notice is hereby extended for an additional 15 days. All other information contained in the previous notice remains the same. Please bring this announcement to the attention of anyone you know who is or may be interested.

    Expiration date: 11/9/2023

    Bill Goodale stated the purpose is to is to expand the marine business building area and add boat access to the property. The project site is located within Section 30, T. 62 S., R. 84 E., Copper River Meridian; at Latitude 56.4624 ° N., Longitude 132.3813 ° W.; in Wrangell, Alaska. PROPOSED WORK: The applicant proposes to discharge up to 5,721 cubic yards of fill into 0.206 acre of waters of the United States below the High Tide Line (HTL) of Zimovia Strait in order to construct a seawall, create additional upland space for commercial activities, and the construction a boat ramp. Additionally, two 12-inch diameter hot dip (HD) galvanized steel piles would be installed below the Mean High Water (MHW) of Zimovia Strait adjacent to the boat ramp to support a 8-foot wide by 60-foot long floating dock. The two pilings will be driven by an impact hammer, or if they cannot be driven, a drilling method. All work including pile installation would be completed from the uplands at low tide when the area is dewatered. All work would be performed in accordance with the enclosed plan (sheets 1-9), dated August 1, 2023.     Cape Fox Corporation stated the purpose is to provide bus and truck access for the 1912 cannery structure, upgrade and repair the cannery as a tourist destination, and create an economic engine for the Cape Fox Corporation and employment for the shareholders. The project site is located near Latitude 55.3828° N., Longitude 131.4695° W.; near Ketchikan, Alaska. PROPOSED WORK: The applicant would construct new parking lots, a road, a bridge, a new harbor area including dredging, and perform maintenance on existing structures.
