Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Oil Search (Alaska), LLC, a subsidiary of Santos Limited, Attn: Kollin Fencil kollin.fencil@santos.com, P.O. Box 240927, Anchorage, AK 99524 states the purpose is to provide a long-term supply of fuel gas and sea water that is reliable and in sufficient quantity to allow Oil Search (Alaska) to optimize production efficiency from the Pikka Development project. Discharge 7,900 cubic yards of fill into 1.2 acres of wetlands for Sea Water Treatment Plant (STP) equipment crossings. Discharge 8,800 cubic yards of fill into 0.4-acre of wetlands for STP road pipeline crossings. Discharge 1,600 cubic yards of fill into 0.2-acre of wetlands for STP Pigging Platform at Spine Road Y. Discharge 3,000 cubic yards of fill into 0.5-acre of wetlands for Gas Spur Pipeline (GSP) equipment crossings. Discharge 4,400 cubic yards of fill into 0.4-acre of wetlands for GSP parking Pad/Platforms at DS-1C Road. Discharge 1,500 cubic yards of fill into 0.2-acre of wetlands for 30 STP Vertical Support Members (VSM). Discharge 1,840 cubic yards of fill into 0.1-acre of wetlands for 460 GSP VSMs. Discharge 170 cubic yards of fill into 0.1-acre of wetlands for bonding cable trenching. For a total discharge of 29,210 cubic yards into 3.1 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-21), dated November 2022.     The City of Akutan (point of contact: Joe Bereskin), P.O. Box 109, Akutan, AK 99553, states the purpose is to provide road access between Akutan boat harbor and Trident Seafood Plant. To discharge 29,500 cubic yards of crushed rock, 20,000 cubic yards of riprap, and 2,000 cubic yards of surface aggregate (gravel/sand) into 0.8-acre of wetlands and 2.6-acres of marine waters of Akutan Harbor, a navigable water of the U.S. The work would include a 1.25-mile road with 12 foot wide drivable surface with several turnouts along the way, as well as, a culvert in North Creek and a bridge over Whalebone Creek. All work would be performed in accordance with the enclosed plan (sheets 1-18), dated December 13, 2022.   • POA-2022-00495 Liberty Falls_PN

    Expiration date: 2/8/2023

    Alaska Department of Transportation and Public Facilities (DOT&PF), 2301 Peger Road, Fairbanks, Alaska 99709, states the purpose is to resurface the Edgerton Highway from Mile Post (MP) 24 to MP 29 in order to preserve and extend the service life of the highway and to enhance safety. The roadway would be repaved using Hot Mix Asphalt. To achieve this, the current roadway is proposed to be reclaimed using a milling machine or reclaimer. The surface is proposed to be graded and paved to as-built conditions. In addition to resurfacing, the following activities are proposed: Vegetation clearing along the proposed alignment (within the right of way boundary) and in material sites, replace signs, replace guardrails, reconditioning ditches, replace existing culverts, reapplication of pavement markings, and resurface approaches. Two 24 inch culverts would be replaced with 36 inch culverts along the project corridor for cross-drainage along the highway between MP 27 and MP 28. Replacement culverts at these locations would be installed in the same place and at the same depth as existing culverts using half width construction. Following culvert replacement work, discarded culverts and any temporary fill material in wetlands would be removed, then disturbed areas graded and seeded. Approximately 0.1-acre of palustrine scrub-shrub (PSS) wetlands would be temporarily impacted to support the replacement of two cross-drainage culverts. Temporary impacts would result from a 50 foot wide work area that would be driven on by construction equipment. If there is standing water, then perimeter control using best management practices (BMP’s) would be installed. Temporary wetland impact areas would be rehabilitated following construction activities. Materials for this project would be from these existing material sites (MS): MS 850-032-5 (South Liberty Falls Pit), and MS 850-033-5 (North Liberty Falls Pit). The project would utilize approximately 2,000 cubic yards of D-1 and 3,800 cubic yards of paving aggregates. Approximately 3 acres of PSS wetlands would be permanently impacted from removal of material at the North Liberty Falls Pit. All work would be performed in accordance with the enclosed plan (sheets 1-18), dated October 30, 2007, and October 14, 2022. The project site is located on Edgerton Highway (MP 24-29) at Latitude 61.6204º, Longitude -144.5362º; near the City of Chitina, Alaska.   • POA-2007-01820-M1 Sapsuk River PN

    Expiration date: 2/6/2023

    Rodney Schuh, Hoodoo Sport Fishing Adventures, LLC, 10000 Cobra Street, Anchorage, Alaska 99507, states the purpose is to install a cross airstrip to facilitate the safe operating of aircraft associated with the safe transportation of guests to and from the lodge when wind conditions are too extreme and unsafe to utilize the existing airstrips. The applicant proposes to discharge 7,000 cubic yards of sand/clay/silt, topped by 925 cubic yards of gravel/sand material into 0.8-acre of wetlands for the construction of a cross airstrip at an existing fishing lodge facility. The runway would be underlain by geotextile fabric and have a base width of 70-foot, a crest width of 50-foot and would extend 500 linear foot in wetlands. An 8-inch diameter culvert would be installed every 200-foot to maintain hydrology within the wetland. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated November 30, 2022. The project site is located within Section 14, T. 50 S., R. 78 W., Seward Meridian; USGS Quad Map Port Moller D-4; Latitude 55.8514º N., Longitude 161.2951º W.; Aleutians East Borough; U.S. Survey #9314, 11 miles southwest of Nelson Lagoon, Alaska.
