Devin den Boer, J T Mining, Incorporated (JTMI), a subsidiary of HighGold Mining, Incorporated, states the purpose is to provide safe and practical access to the JT mineral deposit for the purpose of completing underground advanced exploration drilling. The applicant proposes to discharge a total of 14,872 cubic yards of general embankment fill and 13,000 cubic yards of surfacing material into 9 acres of waters of the U.S. (WOTUS), including wetlands, to construct a portal access road and airstrip, and to fill 1,470 linear feet of streams by installing culverts. The proposed activity would discharge 2,686 cubic yards of general embankment fill and 4,662 cubic yards of surfacing material into 3.6 acres of wetlands for the construction of the 2.3-mile-long portal access road. The applicant proposed to discharge 12,186 cubic yards of general embankment fill and 8,338 cubic yards of surfacing material into 5.4 acres of wetlands for realignment and extension of the existing airstrip. All work would be performed in accordance with the enclosed plan (sheets 1-17), dated April 27, 2023.
