The project would produce 3-phase hydrocarbons (oil, gas, and water) which would be carried by pipeline to the ACF at CD1 for processing. Sales-quality crude oil produced at the ACF would be transported from CD1 via the existing Alpine Sales Oil Pipeline and Kuparuk Pipeline to the Trans-Alaska Pipeline System (TAPS) for shipment to market. The entirety of the project is located on the Arctic Coastal Plain of Alaska in the National Petroleum Reserve–Alaska near the Beaufort Sea and west of the Colville River, approximately 12 miles northwest of Nuiqsut, Alaska, within the following areas: • Sections 1, 11, 12, 14, 22, 23, 27, 32-34 of Township (T) 10 North (N), Range (R) 2 East (E), Umiat Meridian (UM); • Section 6 of T. 10 N., R. 3 E., UM; • Sections 24-28, 31-33 of T. 11 N., R. 3 E., UM; • Sections 12-19 of T. 11 N., R. 4 E., UM; • Sections 5-7 of T. 11 N., R. 5 E., UM; • U.S. Geological Survey Quadrangle Maps Harrison Bay A-2 and Harrison Bay A-3. 70.1730° North, -150.6934° West (GMT2 Drill Pad); Proposed Work: CPAI proposes the placement of 674,300 cubic yards (cy) of clean fill material into 78.1 acres, of which 77.9 acres are WOUS, including wetlands (see Table 1 of Public Notice), to construct: ▪ An 8.2-mile gravel access road (62.8 acres total; 62.6 acres in WOUS); ▪ A drill pad with 48-well capacity at GMT2 (14.0 acres in WOUS); ▪ Three vehicle pullout pads (0.4 acre each in WOUS) for safety and subsistence activity access; and ▪ Vertical Support Members (VSM) for 8.6-mile pipeline from GMT1 to GMT2 (total fill footprint of 0.1 acre in WOUS). The project site is located within Section 29, T. 31N., R. 18W., Kateel River Meridian; Latitude 68.0520º N., Longitude 162.8479º W.; near Kivalina, Alaska. The applicant proposes the following: • Waste dump facility and access road: Placement of contaminated waste rock from Aqqaluk and Qanaiyaq deposits into 31.7 acres, including uplands and wetlands. • Tailings storage pond: The placement of 68,085 cubic yards of clean fill into 12 acres of uplands, and the placement of 20,104 cubic yards of clean gravel into 12.5 acres of wetlands to raise the level of the Red Dog Mine Tailings Pond. This will include raising all sides of the tailings pond, including the main and back dams from 986 feet to 1,006 feet above mean sea level in phases between 2018 and 2024.     Mr. Drew McLaughlin (Ridge Contracting, Inc.) stated the purpose is to build storage in a highly visible and easily accessible location for storage of commercial and personal belongings. The project site is located within Section 18, T. 12 N., R. 3 W., Seward Meridian; USGS Quad Map Anchorage A-8; Latitude 61.1372º N., Longitude 149.8876º W.; the site is located at the southern end of C Street between Diamond Boulevard and Minnesota Drive in Anchorage, Alaska. The applicant proposes to construct a structural pad on the subject property to support a 56-unit garage and storage facility. Overburden, slash and peat excavated from the site and not used for a proposed buffer around the property would either be disposed of at a local soil manufacturer or brought to the AS&G organic disposal facility located near Sand Lake Road. Approximately 80,000 cubic yards of structural fill would be placed filling approximately 4.27 acres of wetlands. Once final grade has been met, concrete foundations would be poured for the structures and asphalt driveways and surfaces would be installed.     Brice Conklin stated that the purpose is to develop a gravel mine site. The project site is located within Section 2, T. 11 S., R. 22 W., Kateel Meridian; USGS Quad Map Solomon C-3; Latitude 64.56208º N., Longitude 163.0137º W.; north of Golovin, Alaska. The applicant proposes to perform Mechanized land clearing of 1.01 acres for the development of a 210’ x 210’ gravel mine site in order to mine 15,000 cubic yards (cy) of Crushed Aggregate Surface Course (CASC) material and the placement of approximately 85 cy of fill material into 0.017 acre for the construction of a 30’ x 25’ access road, with a total impact to 1.03 acres of wetlands. Overburden and materials not meeting CASC specifications would be stockpiled in the Existing Landfill Pit #1 as shown on sheet 2 of 5. Work is proposed to start May 15, 2018 with mining being completed by June 1, 2018. Ground disturbance would be completed by May 19, 2018, to conform to the bird window of May 20 – July 20.     Ryan Tollefsen stated the purpose is to construct a personal use dock. The project site is located within Section 19, T. 17 N., R. 3 W., Seward Meridian, Latitude 61.5437º N., Longitude 149.8939º W.; 3893 South Crozier Lane, Big Lake, Alaska. The applicant proposes to construct a T-shaped dock consisting of an 8 foot by 8 foot connecting ramp, an 8 foot by 34 foot walkway, and a 16 foot by 32 foot main dock. The structure would extend 58 feet from shore, have a footprint of 848 square feet, and be supported by twelve 4-inch steel piles. All work would be performed in accordance with the enclosed plan, 7 sheets, dated March 2018.
