Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 1/28/2019

    Mr. Jim Arlington of Afognak Leasing, LLC., 3909 Arctic Boulevard, Suite 500, Anchorage, Alaska, 99503, states that the purpose is to provide storage space for oil & gas operators on the North Slope of Alaska. Work being proposed is to place approximately 182,000 cubic yards of fill material into 21.88 acres of Palustrine wetlands to construct the Cama’i gravel pad to support operational and logistical needs of various North Slope oil and gas operators in an area that minimizes the distance operators have to travel to get their supplies. The pad would be used to store movable buildings, camps, oilfield support equipment, supplies and modules. The space could be used for vehicle and equipment storage and as a laydown yard with adequate space for moving equipment around the modules and facilities contained on the pad. The proposed project would be accomplished in three phases on an as needed basis. All side slopes are planned to be 3:1 with a five-foot thick pad. Material for the project would come from Mine Site C unless another alternative of comparable quality and cost becomes available. All placement of fill would occur outside of the bird nesting season.     Mr. Carl Uchytil, with the City and Borough of Juneau, 155 South Seward Street, Juneau, Alaska 99801, states that the project purpose is to meet the needs of the expanding cruise ship industry and its passengers by creating ample open space thereby decreasing congestion and improving pedestrian circulation. Work being discussed is the proposal to construct a pile supported deck along the waterfront to enhance waterfront cruise ship visitor accessibility through the construction of a concrete retaining wall and pile supported deck with upland features including a passenger covered shelter, open space, passenger restrooms, and a transportation staging area. The proposed work would take place within tidal waters of Gastineau Channel below the High Tide Line (+20.8 feet above the 0.0 foot contour) and the Mean High Water (+15.4 feet above the 0.l0 foot contour).     Mr. Robin Dun, P.E., with Colaska, Inc. 4000 Old Seward Hwy, Suite 101 Anchorage, AK 99503, states that the project purpose is to develop a mitigation Bank. The proposed mitigation bank site is within Section 24, T 17N., R 1E., Seward Meridian, USGS Quad Map Anchorage C-6, Latitude 61.544º N., Longitude 149.20º W., approximately two miles east of the Glenn-Parks Highway intersection in the Matanuska-Susitna Borough.     City of Eek, Attention: Mr. Fritz Petluska, Post Office Box 9; Eek, Alaska 99578, states that the project purpose is to improve the deficiencies in sanitation infrastructure, as the existing community waste water lagoon is not designed to accept honey bucket waste. Work being proposed includes the discharge 4,800 cubic yards (CY) of fill over 3.03 acres to consolidate and cap the current honey bucket disposal area. To discharge 5,100 CY of fill over 0.73 acres to construct a new honey bucket disposal cell. These two impacts overlap slightly and the total area of impact is 4.95 acres. Work being proposed includes the discharge of 32,370 cubic yards of clean fill over 3.86 acres of wetlands for the construction of a subdivision road.
