Work being proposed includes the placement of up to 17, 500 cubic yards of gravel fill into 2.56 acres of jurisdictional Palustrine emergent tundra wetlands for the construction of housing and associated parking for hospital staff. The new road would be 698.5-feet x 42-feet (076 acre of wetlands), will provide xx new units and the parking area would be 550-feet x 60-feet (1.59 acre of wetlands). A new gravel pad to the south east of the hospital would be 90-feet x 110-feet (0.21 acre of wetlands) and will provide space for additional water storage tanks. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated September 18, 2018 and sheet 1, dated October 23, 2018. Mr. Karl Amylon with the City of Ketchikan, states that the project purpose is to improve navigational safety and access while allowing for more efficient berthing for cruise ships moving to and from Berths I and II by removing the rock pinnacle to a target depth of -42 feet Mean Lower Low Water (MLLW). Work being proposed is to remove up to 15 vertical feet of rock (7,500 cubic yards) from a 0.76-acre area. This rock pinnacle removal would bring the ocean bottom depth to -42 feet MLLW. There would be up to 50 days of blasting (25 to 50 blasts anticipated), with up to one blast per day at a maximum weight of explosive up to 75 pounds per blast. The proposed project would occur between September 16, 2019, and April 30, 2020, with blasting occurring between November 15, 2019, and March 15, 2020. The blasted rock material would be removed using a mechanical dredging technique (i.e., clamshell dredge, excavator from a barge, etc.), placed on a barge, and moved to an appropriate stockpile or placement site, permitted as necessary. Rochelle Rollenhagen, with City of Valdez, states that the project purpose is to mitigate flood and channel migration hazards for the Alpine Woods community. The project is needed as the Lowe River main channel has migrated towards the levees protecting Alpine Woods. This migration has caused localized scour that is undercutting the levees and exacerbating the risk of avulsion of the channel into the Alpine Woods community (See Lowe River Extraction Plan Memo October 23, 2018). Work being proposed includes excavation of To excavate material from the Lowe River to re-direct approximately 30% of the two-year flow away from the Alpine Woods community starting upstream of the 10 Mile Creek confluence. The constructed channel should mimic comparable reaches of the Lowe River. The excavation limits are anticipated to be approximate 2,900-feet long x 123-feet wide at the top and 75-feet wide at the base of the channel. The channel would be between 8-12 feet deep with side slopes of 3:1. Excavation of the constructed channel would be conducted when the area is dry and accessible. The excavated material (100,000 cubic yards) would occur in approximately 8.2 acres of active floodplain and would be stocked piled at the 10-Mile Pitt and used to increase the height of the existing dikes and other City of Valdez projects. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated October 25, 2018. PURPOSE: The applicant, Oil Search proposes to drill wells and construct and operate infrastructure and facilities to produce and transport sales-quality oil to the Trans-Alaska Pipeline System (TAPS). Project components include: the Nanushuk Pad (composed of drill site 1 [DS1] and central processing facility), two standalone gravel drill sites (DS2 and DS3), an operations center, a tie-in pad, infield pipelines on vertical support members (VSMs), the Nanushuk Pipeline on VSMs, gravel infield roads, a gravel access road, road bridges at the Miluveach and Kachemach Rivers, and a potable water intake system. PURPOSE: The applicant, Oil search, stated purpose is to safely produce commercial quantities of liquid hydrocarbons in OSA’s State of Alaska and Arctic Slope Regional Corporation (ASRC) oil and gas leasehold by operating from a site east of the Colville River Delta; to process hydrocarbons on or near the drill sites; and to transport sales quality oil through a new export pipeline to the Kuparuk sales oil pipeline, and then to the Trans-Alaska Pipeline Service (TAPS). A secondary purpose of the Project is to further delineate geological features and hydrocarbon accumulations in OSA's leasehold utilizing the proposed infrastructure. LOCATION: The Project would be located in the North Slope Borough (NSB) in the Pikka Unit between Kuparuk and the Colville River Unit development (Alpine), east of the Colville River, approximately 6.5 miles northwest of the Village of Nuiqsut. PERMIT HISTORY: In June 15, 2015 the applicant originally proposed to impact 288 acres of waters of the United States (U.S.), including wetlands (WOUS). In July 2017, the applicant submitted a revised permit application modifying the width of the access road from 38 to 35 feet wide. This change resulted in a reduction of impacts to WOUS of 16.4 acres to 271.6 acres. This reduction was not analyzed in the DEIS due to the timing of receipt of these changes, although this change was describe in the original Public Notice for the permit in September 2017. In response to comments on the DEIS, the applicant (OSA) further modified their proposal as described above. These changes in Project description decreased the overall Project footprint by another 10.3 acres of WOUS to 261.3 acres. This is a 27 acre reduction in impacts to WOUS from the original application dated June 15, 2015. A difference in acreages from the Final Environmental Impact Statement (FEIS) and this PN is due to the method in which impacts were calculated. To determine total impacts to WOUS for the proposed project the applicant used more detailed methods than those necessary for the FEIS. This is the second Public Notice period for the Nanushuk Development Project permit application. It includes the final project proposal and a new Compensatory Mitigation Plan. All comments should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.
