Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Mr. Bradford R. Roman, 8572 North Tongass Highway, Ketchikan, Alaska 99901, states that the project purpose is to build a single family residence. work being proposed includes placement of up to 1000 cubic yards (CY) of riprap, 2000 CY of D1 gravel, and 2000 CY of Pit Run gravel into 0.09-acre below the High Tide Line (19.7’, above the 0’ contour of MLLW) of Tongass Narrows to construct a new residential structure and associated features. The project would include a 10 foot wide driveway and a 130 feet wide x 50 feet long housing pad with varying depths of gravel.     Mr. Wayne A. Ross, PO Box 101522, Anchorage, AK, 99510, states that "the primary purpose of this project is to make the land useable. It is intended to be used as a boat and recreational vehicle (RV) storage area.” Work being proposed includes the discharge up to 30,000 cubic yards (CY) of sand and gravel for the development of a 330 foot x 400 foot x 6 foot deep pad for commercial purposes associated with boat and RV storage. Work being proposed includes discharge of 1,100 cubic yards (CY) of clean shot rock fill/riprap and 18 CY of concrete into 2,600 square feet (sf) of tidal waters below the high tide line (HTL) (12.8 feet above the 0.0 feet contour) and below the mean high (MHW) (9.2 feet above the 0.0 feet contour) of Sitka Sound, down to the -4.0 feet elevation for the construction of a new pad to install a shore bollard. Worked being proposed is to bring into compliance an active gravel material source that has been utilized since about 2014. The previously mechanized land clearing and stockpiling of material occurred within approximately 21.3 acres of Palustrine wetlands, and the new proposal would mechanically land clear an area where material is currently stockpiled (the current site is approximately 21.3 acres in size and all newly proposed gravel extraction would occur within this area).
