Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2018-00029

    Expiration date: 5/21/2018

    Mr. Steve Seley's Stated purpose is to allow safe passage around existing structures and/or properties not owned or leased by the applicant, with barges that have been extracted from the waterway for repairs and/or storage. This is to allow repairs and/or storage to be conducted on property owned by the applicant. Work being proposed includes Discharge of 1,950-cubic yards of shot rock and armor rock below mean high water in Mud Bay, place 220-cubic yards of clean shot rock and armor rock above mean high water as well as install a 24 inch by 20 foot section of culvert pipe to extend an existing ground water drainage pipe. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated April 27, 2018.   • POA-2018-165, Channel C

    Expiration date: 6/13/2018

    PURPOSE: The applicant, Jessica Hoholik's stated purpose is to create grazing land for livestock. LOCATION: The project site is located within Section 6, T. 25 S., R. 2 E., Fairbanks Meridian; Latitude 64.7651º N., Longitude 147.4167º W.; TL-629. 2373 Keeney Road, North Pole, Alaska. PROPOSED WORK: Discharge 300,000 cubic yards of clean gravel fill into 6 acres of wetlands. All work would be performed in accordance with enclosed plans (sheets 1-3), dated May 8, 2018. ADDITIONAL INFORMATION: APPLICANT PROPOSED MITIGATION: The applicant proposes the following mitigation measures to avoid, minimize, and compensate for impacts to waters of the United States from activities involving discharges of dredged or fill material. The project would remain naturally vegetated as grassland, and lowland drainage area would be maintained to allow for appropriate runoff of waters. The lowland drainage area would be grubbed, but shaped and revegetated to maintain existing direction of flow and water storage capacity. No compensatory mitigation is proposed. All comments should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.     Angela J. Bowers, with Sitka Sound Science Center, 834 Lincoln Street, Sitka, AK 99835, Is requesting .authorization to discharge 150 cubic yards (cy) of amour rock and 950 cy of crushed aggregate fill material into 0.07 acres below the High Tide Line (approximate elevation +12.8 above the 0.0 foot contour) to expand the existing coho salmon rearing operation and visitor services.     Expiration date: 6/8/2018

    PURPOSE: The applicant, Victoria Stockwell's stated purpose is to develop buildings and space to provide sustainable year-round commercial indoor agricultural production to local restaurants and also for cannabis cultivation. LOCATION: The project site is located at 1960 Donald Avenue, Fairbanks Meridian; USGS Quad Map Fairbanks D-2; Latitude 64.8095º N., Longitude 147.7548º W.; Lot 14 Block 11 Metro Industrial Airpark, 5th Addition; in Fairbanks, Alaska. PROPOSED WORK: Clear vegetation, remove topsoil and place approximately 28,000 cubic yards of fill material in 4.17 acres of wetlands to construct a commercial indoor agricultural and cannabis producing facility. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated 5/2/18. ADDITIONAL INFORMATION : The applicant would apply for zoning and floodplain permits from Fairbanks North Star Borough.   • POA-2012-00097

    Expiration date: 5/10/2018

    Carey Meyer, with City of Homer, Public Works Department, 3575 Heath Street, Homer, AK 99603-7833, states that the project purpose is to provide a mooring facility for barges and staging of vessels preparing to enter the haul-out facility located above the High Tide Line (HTL). The applicant proposed to drive 19 steel piles below the Mean High Water (MHW) of Kachemak Bay, 17.3’ above the 0.0’ contour, to create a staging area for vessels preparing to enter a proposed haul-out facility located above the HTL Five 48-inch piles would be driven to a depth of 55’ below the 0.0’ contour to create one staging area, and fourteen 36-inch piles would be driven to a depth of 55’ below the 0.0’ contour to create an additional adjacent staging area. All piles would be 0.5-inch wall thick galvanized steel, and would be filled with 2000 PSI concrete. As part of the upland facilities, a storm water drain system needs to be constructed to direct water from five concrete wash-down pads. The outfall for this drain would be located below the HTL of Kachemak Bay, and would involve the discharge of 30 cubic yards of rip-rap over 500 square feet. There are two options regarding timing of the proposed work. The first option includes pile driving occurring between September 1, 2018, and October 31, 2018, and storm drain construction between September 15, 2018 and October 15, 2018; and the second option includes pile driving from March 1, 2018 and April 15, 2018, and storm drain construction between April 1, 2018 and April 15, 2018. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated April 29, 2018.
