    Allison Miller and James Shoemaker stated the purpose is to upgrade an existing dock to modern standards and address safety concerns. The project site is located within Section 3, T. 75 S., R. 86 E., Copper River Meridian; Latitude 55.4007º N., Longitude 132.3268º W.; near Ketchikan, Alaska. PROPOSED WORK: To install one 50 feet x 18 feet floating dock extension, one 30 feet x 16 feet float, one 70 feet x 6 feet aluminum ramp, one 20 feet by 16 feet ramp float dock, and one 460 feet long by 7 feet wide pile supported pier. The project would include the installation of two 16 inch steel pipe piles, seven 12 inch galvanized steel pipe piles, and forty-one recycled creosote piles. Piles will be installed utilizing an MKT#7 impact hammer mounted on a spud barge and an excavator, the excavator will use mats to drive on tidelands during low tides when the site is dewatered. For the creosote piles the excavator will remove approximately 1.03 cubic yards (CY) of material per hole and discharge 44 CY of the excavated material as backfill. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated May 30, 2018.

    Dennis Prendville, with The Castle Group,1520 O’Malley Road, Anchorage, Alaska 99507, states that the purpose of the project is construct a residential neighborhood within available land in South Anchorage, near their existing facilities and investments. Work being proposed would consist of three phases over a five year period and include the discharge of 330,800 cubic yards (CY) of fill into 22.08 acres of wetlands and a total of 29.12 acres in order to construct a single family residential subdivision with lots varying from 1/4-acre to 1-acre, 31-foot wide roads, and 5-foot wide sidewalks. Buildings would be constructed at least five feet above the surrounding grade to allow adequate drainage and structural support. Following fill placement, a settling period of one year is expected after which additional fill would be placed as needed to reach proposed project grades. The applicant proposes to combine activities associated with several ongoing mining operations on Walker Fork and Davis Creek under one Department of the Army (DA) permit. The applicant maintains three, separate Applications for Permits to Mine in Alaska (APMAs), for operations located along a three mile reach of Walker Fork and Davis Creek in the Fortymile Mining District. Portions of the work are considered after-the-fact and associated with a violation issued August 22, 2017. Corrective measures were required and addressed with voluntary restoration. Inspection will occur during summer 2018.     Anne Bailey, with Aleutians East Borough, 3380 C St., Ste. 205, Anchorage, AK 99503, states that the project's purpose is to provide vessel mooring in an existing harbor by installing floating docks which will provide local and regional economic benefits by alleviating moorage demand and improving safety for residents, the commercial and subsistence fishing fleets, and transient vessels, especially during the frequent Aleutian storms. Work being proposed includes the discharge of up to 60 cubic yards (CY) of clean fill and rock riprap into 360 square feet (sf) of tidal waters below the high tide line ( HTL), (approximate elevation +9.5 feet above the 0.0 foot contour) for the installation . The applicant is also proposing to install up to 88 new galvanized steel pipe piles (24-inch diameter or less) below the mean high water mark (MHW, approximate elevation +6.5 feet above the 0.0 foot contour).
