Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2012-922, Miluveach River

    Expiration date: 3/30/2015

    ConocoPhillips Alaska, Inc's stated purpose is to address safety and operational needs associated with DS-2S. “This gravel placement is necessary to accommodate continued development of the Greater Kuparuk area. It will be used to support the DS-2S pipeline tie-in; provide a turnaround point on the DS-2S Access Road; serve as a staging area for vehicles and equipment; and provide access to the pipeline for maintenance and inspection activities.” The project would include a pad approximately 120 feet long by 90 feet wide toe-to-toe with an access road approximately 525 feet long by 40 feet wide toe-to-toe. A total of 4,500 cubic yards of fill will be placed, impacting a surface area of 0.72 acres. Gravel will be hauled from Mine Site C or another permitted source. A guard rail approximately 70 feet long will be placed on the southeastern edge of the pad approximately 5 feet from the shoulder to protect the existing pipeline. In addition, a culvert will be placed under the pad road to facilitate proper drainage. The proposed project schedule is to place gravel in April 2015; Tie-in to the DS-2S water injection line in May 2015; and tie-in to the DS-crude oil line in June 2015. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated 2/11/15.   • POA-2012-842, Tanana River

    Expiration date: 3/27/2015

    The applicant, Mr Robert Fox's stated purpose is to construct a material and equipment storage and lay-down yard. PROPOSED WORK: Construction activities would include clearing and grubbing the existing ground surface, laying down geotextile fabric, and placing 15,811 cubic yards of clean gravel fill material over 7.2 acres of land of which 4.9 acres of wetlands would be impacted. All work would be performed in accordance with the enclosed plan, sheets 1-4, dated 1/22/2015 and sheets 5-6 dated 1/27/2015. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2014-436, Zimovia Strait_Public Notice Revision

    Expiration date: 3/10/2015

    On November 6, 2014, the Alaska District Corps of Engineers published a Public Notice for Department of the Army (DA) permit number POA-2014-436, Zimovia Strait for a DA permit application from George Woodbury, to discharge 920 cubic yards of shot rock below the high tide line of Zimovia Strait, to construct a 30 feet by 80 feet (0.06 acre) house pad. The project site is located within Section 24, T. 62 S., R. 83 E., Copper River Meridian, USGS Quad Map: Petersburg B-2, Latitude 56.4734º N., Longitude 132.3897º W., 231 Stikine Avenue, Lot 6, in Wrangell, Alaska. The applicant has submitted revised plans, reducing the volume of shot rock to be discharged below the HTL from 920 cubic yards to 360 cubic yards, and reducing the fill pad from 30 feet by 80 feet (0.06 acre) to 30 feet by 30 feet (0.02 acre). Additional work includes: constructing a 20 feet by 25 feet pile supported deck, a 10 feet by 30 feet pile supported ramp, and a 20 feet by 20 feet pile supported platform. All piles would be 5 inch diameter galvanized steel, and the height of the pile supported structures would be +23 feet (MLLW) to minimize view obstructions.   • POA-2014-502, Cook Inlet

    Expiration date: 3/23/2015

    City of Kenai's stated purpose is to provide safe and efficient access to South Beach located at the mouth of the Kenai River. The City of Kenai proposes to discharge 5,600 cubic yards of gravel fill into 1.35 acres of estuarine intertidal emergent wetlands to facilitate construction of an access road from Sea Catch Drive to South Beach (see enclosures). The proposed road would primarily serve as access to the mouth of the Kenai River for the “dipnetters” in support of a personal use salmon dipnet fishery that occurs annually; however, it may facilitate access to South Beach for other user groups as well.   • POA-1980-307-M5, Ugnuravik River

    Expiration date: 3/9/2015

    ConocoPhillips Alaska, Inc's stated purpose is the gravel mine site expansion is necessary for the continued maintenance of existing roads and pads as well as future development projects in the Greater Kuparuk Area. LOCATION. On the Arctic Coastal Plain, North Slope Borough, Kuparuk River Unit (KRU), approximately 28 miles east of the Village of Nuiqsut, within Sections 8, 9, 16,& 17; T. 11 N.; R. 10 E; Umiat Meridian; US Geological Survey Quadrangle Map Beechey Point B-5; Latitude +70.313933 and Longitude -149.629197, NAD 83 decimal degrees. The site is approximately 0.25 miles west of the Kuparuk Operations Center (KOC)/Central Processing Facility No. 1 (CPF-1).
