USACE begins solicitation for state-of-the-art Joint Integrated Test and Training Center at JBER

The groundbreaking new Joint Integrated Test and Training Center (JITTC) at Joint Base Elmendorf-Richardson, Alaska, represents a significant investment in United States national defense capabilities. The center will be the first of its kind, enabling critical joint and multinational force training. DoD is energized for this next stage of procurement – to get the right contractor on board as a partner to deliver the critical JITTC mission.

From the position in Alaska, JBER is uniquely situated to protect the homeland and project joint forces. This investment powers the DOD to deliver on those missions, increase readiness and build the next generation of agile combat warfighters and support teams. The decision to place the JITTC at JBER came after assessing the area’s ability to facilitate the mission and infrastructure capacity, while accounting for community support, environmental factors, and cost. JBER is home to the 3rd Wing; Headquarters, Alaskan Command; Headquarters, U.S. Army Alaska; Alaskan NORAD Region; and 11th Air Force. Its mission provides air supremacy, surveillance, worldwide airlift, and agile support forces to project global power and global reach and training and readiness oversight responsibilities for Army Force Generation in Alaska. It is host to an operations group with squadrons of E-3B, C-17, F-22A and C-12 aircraft, as well as 15 tenant units, including the Air Force Reserve's 477th Fighter Group, among others. 

Constructing State-of-the-art Facilities

The project involves constructing a state-of-the-art, 149,913-gross-square-foot, two-story facility designed to withstand cold weather conditions. Spaces include both secure and non-secure areas composed of simulator rooms, briefing rooms, mission operation centers, a central server room, an auditorium, administrative space, security office, break rooms, and storage.

JITTC will be built with reinforced concrete foundations, a structural steel frame, insulated steel panel and masonry walls, and a standing seam metal and membrane roof. The interior will feature raised access floor systems, interior partitions and ceilings, power, lighting, plumbing, environmental control, and communications systems. The facility will also include heating, ventilation, and air conditioning systems that are self-contained. Sustainable design, including energy efficiencies, meet high-performance guiding principles. Construction of secured spaces will meet Intelligence Community Directive 705 standards.

The project will also feature a utility yard for chiller equipment, standby generator enclosures, and supporting fuel tank areas. Utilities for the facility will include water, wastewater, stormwater, electrical, natural gas, and communication systems. A substation will be constructed to service the facility. Site improvements will include earthwork, landscaping, exterior lighting, parking, sidewalks, and roadways.

JITTC will increase operational readiness and strengthen national security for generations to come.

Procurement Process

The solicitation is an unrestricted, fully designed, firm fixed price construction contract for NAICS 236220 – Commercial and Institutional Building Construction.  This is a DOD Mega Project and is in the price range of $250 Million – $500 Million. The construction award is projected for summer 2025 with a period of performance of 1,540 calendar days with construction projected to be completed in June 2029.

The project solicitation W911KB25R0001 was issued December 20, 2024.  The solicitation period is 45 days and proposals are due February 3, 2025.   The technical specification and drawings are controlled technical information. U.S. Federal Contractors may request a copy of the documents by sending its Cage Code and Unique Entity Identifier via email to tammy.davis@usace.army.mil and michelle.r.mandel@usace.army.mil. Contractors must have an active registration in sam.gov to receive the documents.
