  • POA-1996-00874-M29, Sakoonang Channel

    Ms. Kate Dodson, with ConocoPhillips Alaska, Inc., PO Box 100360, Anchorage, Alaska 99501, (907) 265-6181 states that the purpose of the project is the expansion of the Alpine Airstrip to decongest and accommodate safe maneuvering, loading and unloading of aircraft at the existing Alpine airstrip apron. The proposed work is the placement of 14,250 cubic yards (CY) of fill material into 1.3 acres of jurisdictional Palustrine emergent wetlands to expand the existing Alpine airstrip apron. 14,000 CY of clean gravel fill material would be placed within a 263’ x 166’ rectangular area (these are the top of pad dimensions, wetland impact dimensions would be 299’ x 174’). The proposed project is needed to reduce congestion and accommodate safe maneuvering, loading and unloading of aircraft at the existing Alpine airstrip apron. An additional 250 CY of permanent erosion protection will be placed around the perimeter of the pad expansion during the first construction season to provide protection from a flood event. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated October 15, 2019.     Mr. Bob Berto, with White Pass & Yukon Route states that the project purpose is to remove contaminated sediments from the Skagway Ore Basin that are associated with periodic spillage from historical ore loading operations. Work being proposed includes to conduct remedial dredging of contaminate sediments within waters of the U.S. below the Mean High Water Mark (+15.7 feet above the 0.0 foot contour). Specifically the work would include the mechanical dredging of 10,000 cubic yards of contaminated sediments from 19,000 square feet of tidal waters and the placement of 1,100 cubic yards of clean sand cover material into 19,000 square feet of tidal waters. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated November 7, 2019.     Mr. Gene Makarin, with APL (America) LLC, P.O. Box 920425, Dutch Harbor, AK 99692, states that the project purpose is to accommodate larger 7,500 TEU (Twenty-Foot Equivalent Unit) vessels, and provide additional storage capacity within the facility. Work being proposed includes proposes to dredge up to 42,900 cubic yards (CY) of bottom sediment (in the form of silt, sand, and gravel) and rock from 3.37 acres below the mean high water mark (MHWM, 3.4 feet above the mean lower low water mark (MLLW) of 0 feet elevation) of Iliuliuk Bay, a navigable water of the U.S., using either a clamshell dredge or a hydraulic excavator, working from an anchored barge. The applicant proposes to dispose of 22,575 CY of the dredged material into a 130-acre disposal area below the high tide line (HTL, 4.7 feet above the MLLW) and MHWM of Iliuliuk Bay, approximately 3,300 feet northeast of the APL dock. Up to 600 CY of material (from the dock face) would be directly disposed of in a 0.25-acre area immediately waterward of the dock. The remaining 19,725 CY of dredged rock would be utilized for construction of a fill pad.   • POA-2017-00546, Stariski Creek

    Expiration date: 12/16/2019

    Mr. Cap Shafer, with Trimark Earth Reserve, LLC, 34481 North Fork Road, Anchor Point, AK 99556, states that the project purpose is to access the eastern side of Stariski Creek in order to extract gravel for commercial purposes. Work being proposed includes the discharge of 7,078.6 cubic yards (CY) of Kenai Peninsula Borough (KPB) Type I material, 587.2 CY of ADOT gabion rock, and 67.3 CY of channel substrate into 1.623 acres of waters of the U.S., including wetlands, for the purpose of constructing a private access road, across streams and through wetlands, to upland locations for the purpose of extracting gravel from the upland locations. The road would be 6,775 linear feet (LF) in length, of which 2,011 LF (70,443 square feet (SF)) would be constructed in wetlands. It would begin at the Sterling Highway near mile post 150.5 and proceed easterly, across Stariski Creek, an un-named tributary to Stariski Creek, and wetlands adjacent to these streams to terminate on upland ridges east of Stariski Creek. Stream crossings would impact 145 LF (272.5 SF) of stream bed.
