Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

POA-2016-98, Glenn Gulch and Lucky Gulch

PURPOSE: Sphinx Explorations' stated purpose is to economically extract gold.

PROPOSED WORK: The permit application is for the discharge of dredged or fill material in approximately 95 acres of wetlands and stream riparian areas during mechanical and hydraulic placer mining activities. 
Portions of the project site had been mined and reclaimed at Glenn Gulch that involved a capped recirculation pond, sluicing and tailings areas, excavation pit, and wash plant.  The proposed mining activities would permanently relocate 2,570 feet of Lucky Gulch, and 1,996 feet of Glenn Gulch and minimize impacts to aquatic resources.  The placer mining operation would also include a processing plant and sluicing pads at each site, recirculation and settling ponds, excavation pits, a camp with living quarters, access roads, and exploratory drilling.  Reclamation would be on going following completion of mining activities by grading mine spoils and capping of settling ponds to minimize impacts to downstream waters and adjacent wetlands and to promote stabilization mined tailing areas and vegetation growth.  All work would be performed in accordance with the enclosed plans (sheets 1-9), dated January 30, 2017.

ADDITIONAL INFORMATION: A permit for the discharge of dredge or fill material in Glenn Gulch was issued by the Corps of Engineers dated June 1, 2011, that authorized discharge of fill material into 4.5 acres of stream and riparian area during placer mining activities.  The Alaska Department of Natural Resources has an Alaska Permit to Mine Application from applicant (APMA 2286).
