Ms. Laurie Morrow (Homer Society of Natural History Inc.: Pratt Museum) stated the purpose is to construct a new museum facility and associated driveways and parking. The project site is located within Section 19, T. 6 S., R. 13 W., Seward Meridian; USGS Quad Map AK-Seldovia-C-5; Latitude 59.64493º N., Longitude 151.5506º W.; Kenai Peninsula Borough; 3779 Bartlett Street, Homer, Alaska. PROPOSED WORK: The applicant proposes the discharge of 14,409 cubic yards of native soil substrate material; gravel and sand with less than 6 percent silt; and coarse aggregate into 1.37 acres of waters of the United States, including wetlands as part of site preparation, installation of underground utilities, excavation, and backfill activities for the purpose of constructing driveways, parking and a new museum facility. In addition, the applicant proposes the discharge of native soil into an additional 0.12 acres of waters of the United States as part of mechanized land clearing activities. The applicant proposes to begin work by May 1, 2017, and complete earthwork and site preparation by July 30, 2017.
