PROPOSED WORK:  Discharge of fill material into 2.86 acres of palustrine scrub-shrub wetlands in a 3.5 acre lot to provide additional parking space for the Chief Andrew Isaac Health Center.  All work would be performed in accordance with the enclosed plan (sheets 1-3), dated June 2017. 

APPLICANT PROPOSED MITIGATION:  The applicant proposes the following mitigation measures to avoid, minimize, and compensate for impacts to waters of the United States from activities involving discharges of dredged or fill material.

a.  Avoidance and Minimization:  Avoidance and minimization of fill in waters of the United States were not viewed as practicable because there are no available sites or configurations in uplands that would meet the applicant’s purpose.

c.  Compensatory Mitigation:  The applicant proposed permittee-responsible compensatory mitigation using preservation with a conservation easement of 4.29 acres of wetlands located at the Graf Rheeneerhaanjii parcel, Tracts A and B of the Hillcrest Waiver, Section 26 T 1N. R 2W., north of Yankovich Road, east of Lawlor Road, and south of Fox Hollow Lane in Fairbanks.  In addition, the applicant proposes to conduct Educational Wetlands / Ecology Short Courses to aid in the preservation of wetlands by educating Alaska native population about wetlands during Wellness Culture Camps.
