Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

POA-2020-00147, Sagavanirktok River

Mr. Sandy Sears, with BP Exploration Alaska (BPXA) Inc., states that the project purpose is to re-contour the bottom of the river bed to a 4’ elevation.  Work being proposed includes the dredging of up to 45,000 cubic yards (CY) of accumulated silt and gravel material from the west side of the river and the placement of the same fill material into scour depressions on the east side of the river all below the Mean High Water Mark from bank to bank within 15 acres of Riverine waters of the U.S., in the Sagavanirktok River to contour and construct a 4’ above sea level elevation on the riverbed.  A temporary access ramp would be created within this area and would be 100’ long by 50’ wide, after work has been completed the area would be returned to its original contours.  A portion of the work for the ramp would be located in uplands which would not be under the Corps jurisdiction.  If there is any excess material it would be placed as sacrificial fill along the river embankment and bridge abutments.  This scope of work is planned for 45 days.  The schedule is expected to be highly variable based upon flow. The project will occur when the river is at its lowest flow volume, September 1 – October 31, 2020.  All work would be performed in accordance with the enclosed plan (sheets 1-4), dated March 31, 2020.  The project site is located within Section 3, T. 10 N., R. 15 E., Umiat Meridian; USGS Quad Map Beechey Point A-3 and B-3; Latitude 70.2498º N., Longitude 148.3049º W.; in Prudhoe Bay, Alaska.  Please contact Mary Romero at (907) 753-2773, toll free from within Alaska at (800) 478-2712, by fax at (907) 753-5567, or by email at:  Mary.R.Romero@usace.army.mil if further information is desired concerning this notice.
