Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

Alaska Department of Transportation and Public Facilities (Heidi Zimmer), Central Region, 4111 Avenue, Anchorage, AK 99519. The applicant states the purpose is to restore structural integrity, reduce congestion, and improve the drivability and safety of the Sterling Highway from mile post (MP) 157 to MP 169. The applicant requests authorization to discharge 109,800 cubic yards of borrow material, 3,800 cubic yards of stream substrate, and 700 cubic yards of riprap fill material into 14.5 acres (35,704 linear feet) of waters of the United States, including wetlands for the following highway improvements:
a.    Rehabilitate the roadway;
b.    Replace the existing culverts at North Fork Anchor River with a new bridge;
c.    Replace the Anchor River Bridge with a new bridge;
d.    Realign vertical and horizontal curves and modify grades to improve sight distance and upgrade the roadway to current highway design standards;
e.    Construct passing and climbing lanes;
f.    Improve turning movements and sight distance at intersections by construction of right/left turn lanes and realigning side roads;
g.    Widen shoulders;
h.    Install erosion control measures;
i.    Clear vegetation;
j.    Repair, replace or improve as needed existing culverts, including fish passage culverts; erosion protection; drainage facilities; utilities; guardrail and guardrail end treatments; approaches; signing; and striping.
All work would be performed in accordance with the enclosed plan 7 sheets dated 8/26/2021, 
2 sheets dated 2/9/2022, and 142 sheets dated 2/17/2022. The project site is located within Sections 18, 19, 20, 29, and 32, T. 5 S., R. 14 W., Sections 4, 5, 9, 15, and 16, T. 6 S., R. 14 W., Sections 3, 4, 10, 11, 12, and 13, T. 5 S., T. 15 W., Seward Meridian; USGS Quad Map Seldovia C-5; Latitude 59.728808º N., Longitude 151.723928º W.; Sterling Highway Milepost 157 to 169, near Anchor Point, Alaska.
