Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

This notice was originally sent by the Alaska District Corps of Engineers Regulatory Division directly to all agencies and other interested parties who have requested to be included on our Public Notice distribution list. However, it has recently come to our attention that, through an administrative error, some public notices have been omitted from our public website beginning in August 2023. This public notice revision was unfortunately affected by the error, and therefore is now being posted to our public website to allow for a 15-day public comment period. We apologize for any confusion or inconvenience this may have caused and thank you for your interest in the Corps of Engineers Regulatory Division public notices and encourage your comments on proposed projects. Interested parties are hereby notified that a Department of the Army permit application has been received for work in waters of the United States as described below and shown in the previous notice. Steven Selvaggio of the Whitestone Community Association has stated purpose is to construct a causeway and dock area on exposed gravel bars in the Tanana River to provide access for the residents of the community of Whitestone to their jobs, medical care, supplies and other necessaries of life. The project site is located within Section 7, T. 9 S., R. 10 E., Fairbanks Meridian; USGS Quad Map Big Delta A-4; Latitude 64.156° N., Longitude 145.868° W.; Big Delta, Alaska. PROPOSED WORK: to discharge a total of 3,000 cubic yards of pit run gravel and 1,000 cubic yards of rip rap into 3.64 acres below ordinary high-water (OHW) of the Tanana River. Impacts include previous work conducted between 2018 and 2021 in addition to future work necessary to maintain access for residents to their jobs and needed medical attention. The proposed project is not intended to fill the entire 3.64 acres at any one time, rather, fill material will be discharged as needed to build and maintain a causeway and dock area on exposed gravel bars in the highly dynamic Tanana River. Areas within the proposed 3.64-acre impact area will be improved as needed depending on changing river conditions from year to year to maintain access to navigable water. Causeways built will not exceed 20-feet in width and will range from 50-feet to 300-feet in length. Two 8-foot by 25-foot floating docks and two 4-foot by 20-foot aluminum gangway ramps will be anchored to concrete blocks on shore and moved as necessitated depending on riverbank conditions. The proposed work would occur between the months of March and December starting in 2024 and ending in 2028. All work would be performed in accordance with the enclosed plan (sheets 1- 3), dated August 03, 2023.
