Mr. Mark Boydston's purpose is to improve reliability and safety for air travel, as defined by FAA, to Kwigillingok, Alaska. The project site is located within Sections 26, 27, 34, & 35, T. 3 S., R. 81 W., Seward Meridian; USGS Quad Map Kuskokwim Bay D-4; Latitude 59.8758º N., Longitude 163.1676º W.; in Kwigillingok, Alaska. The mechanized land clearing of and/or placement of 547,000 cubic yards (cy) of fill material into 128 acres of jurisdictional waters of the U.S., including, wetlands to improve the airport at Kwigillingok. The work would include a lighted runway and safety area expanded to to 3,780’ long x 120’ wide (3850’ x 240’ toe-to-toe), a taxiway expanded to 362.5’ long x 35’ wide, the taxiway safety area would be 79’ wide (362.5’ x 180’ toe-to-toe) with pads for navigational aids, a 374’ long x 300’ wide apron (467’ x 400’ toe-to-toe) which would house two Snow Removal Equipment Buildings (SREBs) - one heated, one unheated, and a parking area, a 528’ long x 90’ wide access road, a 4700’ long x 62’ wide hauling road and a 938’ long x 300’ wide polygonal staging area to import barged surface course material for construction. .
