LOCATION: The project site is located within the Northside Business Park development located within Section 2, T. 1 S., R. 1 W., Fairbanks Meridian; USGS Quad Map Fairbanks D-2; Latitude 64.861º N., Longitude 147.684º W.; Bentley Trust North Subdivision, Lots 1-45, in Fairbanks, Alaska.

PURPOSE: North Side Management, LLC’s stated purpose is to modify existing permit special conditions to allow the replacement of the existing conservation area, (Tract A and the 50 foot northern vegetation buffer), with a compensatory mitigation project,
(a constructed wetland and pond system), located in the northwest subdivision corner. The conservation easement and buffer around Tract A would be removed in exchange for the proposed compensatory mitigation project. The proposed modification would require the removal of Special Condition 10, and the revision of Special Condition 11 and 12 of POA-2004-1127-M5, issued August 3, 2017.

PROPOSED WORK: The modification of existing special conditions and the discharge of fill for the construction of a wetlands and pond system and the excavation of the existing Tract A to create a deep open water pond that encompasses approximately the same footprint as Tract A. The pond would be connected to the constructed wetlands and pond system via twin 36-inch diameter culverts and a constructed drainage swale as shown in the attached plans.
