Keith Brady, with City and Borough of Sitka, 100 Lincoln St., Sitka, AK 99835, states that the project purpose is to provide for public recreation and transportation plus access to National Forest lands. Work being proposed includes the placement of 2,854 cubic yards (CY) of base course six-inch minus and 634.3 CY of D-1 fill material into 1.7 acres of palustrine wetlands to construct 13,642 linear feet of non-motorized multi-use trail. Work would include the installation of 98 culverts and one structural plate arch below the Ordinary High Water Mark of riverine waters to maintain the course, condition, capacity, and location of open waters. The project site is located within Section 3, 10, 15, T. 55 S., R. 63 E., Copper River Meridian; USGS Quad Map Sitka A-5; Latitude 57.113397º N., Longitude 135.377183º W.; One and one half miles up Harbor Mountain Road the new trail construction begins. The trailhead on the north end is at Old Sitka Boat Launch parking lot approximately 6.75 miles north of downtown Sitka on Halibut Point Road, in Sitka, Alaska.
