Andrew Donato, with Ketchikan Public Utilities Company, states that the project purposeis to install a fiber optic cable within the transportation and utility corridor along Parks Highway to provide infrastructure for expanded telecommunications within this corridor. Work being proposed will involve the installation of a fiber optic cable by plowing an 8 inch wide by 3.5 foot deep trench, and backfilling native soil over the cable, with handholes being placed every 5,000 feet and splice vaults being placed every 20,000 feet.  The trench and bury technique used to complete this project will result in temporary impacts to 12.6 acres of wetlands.  A wetlands delineation has been provided, and will be reviewed by this office.  Directional boring methods will be used to cross below all perennial channels within the project area, including the Nenana River, which is a Section 10 waterway.  All work would be performed in accordance with the enclosed plan (sheets 1-27), dated March 23, 2020 & April 8, 2020. The project site is located within Section 5, T. 13 S., R. 7 W., Fairbanks Meridian; beginning at Latitude 64.290º N., Longitude -149.146º W. and ending at Latitude 63.820º N., Longitude -148.986º W; beginning on Clear Highway in Clear Air Force Base and ending at Parks Highway MP 247 south of Healy, Alaska.
