Mr. Kenneth Gain's stated purpose is to construct a seven lot subdivision with municipal road extension. The applicant proposes to discharge 900 cubic yards (cy) of Type II gravel and 3,300 cy of native gravels into 36,526 square feet (0.84-acre) of waters of the U.S. to construct a road, house pads, driveways, and to provide utilities including electric, water and septic systems for the parcels. The native gravels would be from the excavation on site required for the construction activities. There would be two perennial stream crossings that would require: 1) 87 linear feet of 30-inch by 48-inch arch pipe with a 30-inch diameter secondary culvert; and 2) 55 linear feet of 30-inch diameter CPEP culvert. Both culverts would have 10-foot by 4-foot (40 square feet X 2) of 6-inch sewer rock at the outfalls for energy dissipation. The agent stated that the access for lot 4 would not be constructed under this permit.
