Matanuska-Susitna Borough (MSB) stated purpose is to protect MSB properties located adjacent to the Matanuska River. To Construct an 84 feet wide by 434 feet long cobble-gravel-sand filled spur dike, capped with Class III and IV riprap.  Approximately 50 feet of dike root would tie-back into MSB property, leaving 384 feet of structure located below the ordinary high water mark of the Matanuska River.  A 12 feet wide driving surface would be incorporated on top of the dike to provide access for construction and maintenance activities.  Excavate 129,400 cubic yards of river bed substrate to construct a 150 feet wide by 3,700 feet long diversion channel to direct flow away from the north bank of the river.  Discharge 125,000 cubic yards of material dredged from the diversion channel, into 3,000 linear feet of the existing, 175 feet wide main channel, to redirect flow into the diversion channel.  All work would be performed in accordance with the enclosed plan, 5 sheets, dated 08/20/2014.
