Discharge up to 1,386 cubic yards of rock fill material into 0.4425-acre of wetlands in order to construct a 75-foot long by 17-foot wide (toe-to-toe) driveway and a 100-foot by 180‑foot (toe-to-to) building pad. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated March 9, 2015. Sidney Bacom's stated purpose is to construct a driveway and pad for a single family residence.
