ConocoPhillips Alaska Inc's stated purpose is to expand the Kuparuk Construction Services (KCS) pad to support growth necessary for the continued development and production of oil and gas resources within the Kuparuk River Unit. Expand the KCS gravel pad approximately 58.6 acres by placing 502,000 cubic yards of gravel fill in wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated 05/12/15. The gravel will be obtained from Mine Site C or Mine Site E. The pad would be constructed in three phases and the gravel would be placed in the winter of 2016(Phase I), 2017(Phase II) and 2018(Phase III). Upon completion of phase three, the existing power poles on the northern edge of the existing KCS pad would be removed and the cables buried.
