AK DOT&PF's stated purpose is to provide a more direct route between Beluga Lake and the Homer Airport to facilitate transfers of aircraft between land and water-based operations.The applicant has proposed to discharge 3,942 cubic yards (cy) of fill material (see Table 1) into 0.93 acre of waters of the U.S. (0.43 acre of wetlands and 0.49 acre below the ordinary high water mark (OHWM) of Beluga Lake), north of FAA Road at the Homer Airport for construction of a 4.14-acre seaplane operating area, to include:
• construction of 1,100 linear feet of paved access road, with a 26-foot top-width (with a variable base-width dependent upon elevation and slope) and a mechanically cleared 100-foot-wide area along the alignment to accommodate wingspan clearance,
• construction of a 147-foot by 76-foot paved turnaround area,
• construction of an 83-foot long, 20-foot wide concrete plank ramp on a sloping shore, with 3-foot riprap shoulders,
• installation of an 8-foot wide by 30-foot long floating dock, held in place with two 6-inch- diameter steel pilings.
