PURPOSE: Mr. Chris Farmier's stated purpose is to develop a material site as a gravel source for current Eielson Airforce
Base upgrade projects and future commercial material sales.
PROPOSED WORK: The applicant proposes to mechanically clear and place fill into approximately 21 acres of wetlands for the
construction of a gravel pit, work pad, and an access road. The proposed work plans call for the construction of an access
road consisting of approximately one acre linking the property to the Richardson Highway. Once completed, plans call for the
excavation of an approximately 400’ x 250’ (2.3 acres) gravel pit, which will be surrounded by an additional 17.5 acre gravel
pad to provide a work area for gravel extraction. The applicant will temporarily stockpile approximately 120,000 cubic yards
(CY) each of organic overburden material and excavated gravel, as well as store equipment utilized in the mining operation
upon the work pad area. All work would be performed in accordance with the enclosed plan sheets (sheets 1-3), dated May 19,
2016.
ADDITIONAL INFORMATION: The proposed project area consists entirely in wetlands. The organic overburden and slash piles from
the mechanized land clearing for the gravel pit operation area would be stockpiled along the north and west end of the
proposed project area on the cleared/filled work pad. Each of the temporary stockpiles, the overburden stockpile, and
excavated gravel pile, would individually encompass approximately 0.30 acres in size of the work pad area. A total of 21.0
acres of wetlands would be cleared and/or filled if the proposed project is authorized. A 100 foot vegetated buffer would
remain between the project area and the Richardson Highway.
