The Great Alaskan Lumberjack Show's stated purpose is to stabilize the existing sheet pile wall, which is in poor condition and has had structural failures at several locations along its length.  A failure of the sheet pile wall would endanger the public, property, and waterway.  Another element of the proposed project is to allow for public access to the waterfront. Remove a portion of the existing, failing sheet pile wall along the east edge of Thomas Basin, and place clean shot and armor rock below the High Tide Line (HTL) in order to stabilize the lower portion of the sheet pile.  Up to 445 feet of the sheet pile would be cut 4.5 feet above the finished grade of the proposed berm at low tide, when the area is dewatered.  Prior to the removal of the upper portion of the sheet pile, the existing fill would be excavated to relieve pressure on the wall, with the sheet pile acting as erosion and sediment control.  No fill would be allowed to enter the water. The placement of rock would start at +9-foot Mean Low Lower Water (MLLW) and would extend into Thomas Basin with a 1:1.5 ratio slope to reach the existing mudline. The maximum seaward extension of the rock at the bottom would be 35 feet.  All work would be performed in accordance with the enclosed plan (sheets 1-6), dated July 7, 2016.
