City of Kodiak's stated purpose is to replace the City of Kodiak’s transient float with one that meets the modern standards for vessel mooring and public safety for the next 50 years. The applicant proposes to remove the existing 12 foot x 387 foot timber float and 5 foot x 50 foot steel gangway, including twenty-one – 12 inch diameter piles and replace it with a 12 foot by 330 foot floating dock, a 5 foot x 80 foot aluminum gangway, and a 24 foot x 20 foot gangway float anchored by a total of twelve – 24 inch diameter steel piles. This work would occur at and below the mean high water mark (MHWM, +7.6 feet above the mean low low water mark of 0 feet elevation) of Near Island Channel, which is a navigable water of the United States (U.S.).
