Haida Energy, Inc.'s stated purpose for the Deer Bay and Copper Bay marine facilities is to provide a shorter, more efficient and cost effective route to the Hiilangaay (formerly the Reynolds Creek) Hydroelectric Project site. The proposed project would consist of multiple components. The components that would impact waters of the U.S. and are therefore within the regulatory jurisdiction of the Army Corps of Engineers (Corps) are:•Division dam and intake structure at the outlet of Rich’s Pond;•Deer Bay launch ramp (previously permitted but modified to avoid impacts to eel grass);•Deer Bay pier and float structure;•Copper Harbor launch ramp (previously permitted but modified to reduce impacts);•Copper Harbor Bulkhead and float (float was previously permitted but modified); and, Copper Harbor barge ramp (previously permitted but modified). See the enclosed Attachment A for a complete description of the proposed work and impacts. All work would be performed in accordance with the enclosed plan (sheets 1-9), dated May 2016.
