Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2025-00373 Expedition Inlet PN

    Expiration date: 8/21/2025

    Mr. Scott Brown, City of Unalaska, Department of Public Works, stated the purpose is intended to extend the life of the existing facility which is important to the seaside community of Unalaska. The project would perform improvements at the Robert Storrs Harbor to include the demolition of existing moorage structures, installation of new floats, and upgrades to access and parking to improve public safety and accessibility for recreational vessels. PROPOSED WORK: The proposed improvements include the demolition of the existing A & B Floats, expansion of the shoreline to construct a new parking facility, new pile and float installation, and installation of new utilities. Project construction is anticipated to begin in April 2026 and will have a duration of approximately 12 months and 95 days of pile driving.   • POA-1989-00324 Dutch Harbor PN

    Expiration date: 1/15/2025

    City of Unalaska, Scott Brown, stated the purpose is to provide additional berthing capacity within Dutch Harbor at the Unalaska Marine Center (UMC) Dock. UMC dock provides Unalaska and surrounding remote communities with essential cargo, passenger, and port services. Current depth at MLLW measures 40 feet alongside the berthing area. This depth limits the draft of the vessels which can safely moor at the UMC dock. Screeding small quantities from the berthing area will expand dock capabilities by providing space for deeper draft vessels to access the dock. PROPOSED WORK: Screeding is a dredge method that moves materials from shallower areas of a waterbody to deeper areas without removing any materials above water. The target screeding elevation for the UMC dock is -45.0’, with a maximum overscreed depth of -47.0’. Armor stone is located at the southwest end of the dock for slope protection. The armor stone may be removed and replaced as required to ensure adequate slope protection. New imported material will not exceed a total project quantity of 490 cubic yards (CY). Existing armor stone will be salvaged for reuse, if possible. The UMC dock shall maintain full capacity during screeding operations. All work would be performed in accordance with the enclosed project description (Attachment 1) and permit drawings (Attachment 2, Sheets 1-5, dated July 22, 2024).   • POA-1998-00979-M2 Dutch Harbor PN

    Expiration date: 12/16/2024

    City of Unalaska, Scott Brown, stated the purpose is to provide additional berthing capacity within Dutch Harbor at the Light Cargo Dock (LCD). PROPOSED WORK: The applicant proposes to move materials at the base of the existing LCD to deeper waters (screeding), targeting an elevation of -30 feet MLLW. Additionally, armor stone and riprap located on each end of the LCD would be removed and replaced as necessary to ensure adequate slope protection. New imported material shall not exceed a total project quantity of 200 cubic yards (CY) of riprap and 190 CY of armor stone. Total volume of screed material is estimated to be 6,800 CY and will be salvaged for reuse if possible, to minimize the need for additional material. The LCD will maintain full capability during screeding operations. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated November 5, 2024.     Expiration date: 8/28/2023

    Jeff Savage, Offshore Systems, Inc., 12019 76th Place NE, Kirkland, WA 98034 states the purpose is to expand the pad area at the existing marine cargo dock in order to increase cargo-handling efficiency and safety, and for staging additional cargo volume. The applicant proposes to discharge 17,000 cubic yards of shot rock fill and riprap into 0.65-acres below the high tide line (HTL; 5.2 feet above the 0.0-foot contour) of Captains Bay, a navigable water of the United States. The proposed work includes the excavation and dredging of the existing riprap located along the fill slope. Excavated rock would be temporarily staged on the pad. Approximately 850 cubic yards of existing riprap would be salvaged and used in the proposed fill slope. The proposed work is expected to take place between September and November 2023. The placement of rock fill material would be completed using standard heavy equipment including end-dumps, side-dumps, excavators, dozers, and compactors. Riprap placement would be completed using excavators and cranes. The excavation and placement of rock fill below the HTL would be done during low tidal stages as practicable. The project site is located within Section 21, T. 73 S., R. 118 W., Seward Meridian; USGS Quad Map Unalaska C-2 SW; Latitude 53.8414° N, Longitude 166.5826° W; at the existing OSI Dock Facility, Mile 4.5 of Captains Bay Road, Dutch Harbor, Unalaska, Alaska.     Trident Seafoods Corporation, Jarred Brand, 5303 Shilshole Avenue NW, Seattle, WA 98107, states the purpose is to provide the needed area to support a new seafood processing facility and associated gear storage for Trident’s commercial fishing vessels in Unalaska. The applicant proposes to discharge 50,000 cubic yards of fill (43,192 cubic yards of shot rock and 6,808 cubic yards of armor rock) into 2.1 acres below the high tide line (HTL, 4.7 foot above the 0.0 foot contour) and mean high water mark (MHWM, 3.4 foot above the 0.0 foot contour) of Captains Bay, a navigable water of the U.S., north of the existing fill on-site (North Area) and 120,000 cubic yards of fill material (113,152 cubic yards of shot rock and 6,848 cubic yards of armor rock) into 5.2 acres below the HTL and MHWM south of the existing site (South Area) for expansion of the existing gravel production facility for use as a seafood processing facility with associated storage. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated March 24, 2023. The project site is located at the new Trident Seafoods Facility at mile 3.5 Captains Bay Road within Section 20, 21, and 29, T. 73 S., R. 118 W., Seward Meridian; USGS Quad Map Unalaska C-2; Latitude 53.8361º N., Longitude 166.5862º W.; Aleutians West Census Area; waterward of Captains Bay Road, in Unalaska, Alaska.
